Fukuyama noted that Russia's war against Ukraine will have an impact on other states as well.

"Depending on the outcome of this war, a lot can change in other countries. Georgia, Moldova and Kazakhstan – each of these countries will be immediately affected if Russia wins, holds on, and is able to retain the captured Ukrainian territories. Russia has encroachments on the sovereign territories of these countries. I hope that they will have the opportunity to develop as independent democracies," the political scientist said.
