China offered the largest nuclear powers to conclude an agreement on the non-use of

The report indicates that at the Geneva Conference on Disarmament, Director General of the Arms Control Department of the Chinese Ministry of Foreign Affairs, Sun Xiaobo, stated that nuclear-armed countries must fulfill their "special and priority obligations" regarding nuclear disarmament under the UN Convention.

He stressed that the Conference on Disarmament needs to define a road map or schedule for an international legal instrument that should become a protection for non-nuclear states against the potential use of nuclear weapons.

"Nuclear-weapon states should negotiate and conclude a non-nuclear-weapon treaty first against each other or make a political statement on the matter," Sun said.

The United States and the Russian Federation have the largest nuclear arsenals in the world, and China and India are the only ones that adhere to the principle of "no first use of nuclear weapons."
