An examination on compliance with the schedule of the implementation process of the Government's measures to correct distortions and re-boost the economy during the year 2024 was carried out this Monday by the Council of State in its ordinary session corresponding to the month of February, headed by the president of this organ, Esteban Lazo Hernández.

With the participation, in the National Capitol, of the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez; The member of the Political Bureau of the Party Manuel Marrero Cruz, Cuban Prime Minister, made a detailed update of the information on this topic presented at the ordinary meeting of this body in the previous month.

He highlighted that,

from January 15 to February 15, the work system for monitoring and controlling this issue has been consolidated

, with intense work by the Party and the Government in checking the approved political and communication assurance plan; as well as he commented on the main actions developed in the stage.

He ratified that

no measure will be applied until the conditions are created in the country; with special attention to people in vulnerable situations

, taking into account the principle of the Revolution that no one will be left helpless; and after offering extensive information to our people about it.

Meanwhile, Díaz-Canel reiterated the importance of

continuing to strengthen the link between the non-state and state sectors of the economy

, with a view to achieving greater offers to the people, based on their joint potential in food production, domestic trade. , import substitution, among others; based on the experiences observed in their most recent tours of the country, which should become the rule and not exceptions.

In his speech, Esteban Lazo pointed out that the update presented responds to an agreement previously adopted by the Council of State, which decided to systematically evaluate the process of implementing the Government's measures to correct distortions and re-boost the economy during the year 2024, for its high impact on the Cuban population, in compliance with the powers conferred on this body by the Constitution and the laws.

He urged us to

understand the comprehensive nature of these measures in order to resolve existing problems, which have been taken in a complex context to defend the work and main achievements of the Revolution, and to protect the population.

He specified what actions the Popular Power system will implement, at all levels, to support this important process.

They approve a new decree law and analyze compliance with the plan of measures derived from the accountability of the Ministry of Communications

Subsequently, the members of the Council of State adopted the decree law “On the National System of Protected Areas”, a regulatory provision that aims to strengthen said system, in terms of the regulations for the exercise of its stewardship, control and administration, management categories, its proposal and declaration, the protection regime and the granting of authorizations to carry out activities in them.

During the presentation of the decree law issued; Adianez Taboada, vice minister of the Ministry of Science, Technology and Environment, pointed out that this applies to persons, natural or legal, national or foreign, who carry out activities in protected areas, with a view to guaranteeing the conservation and sustainable use of the natural heritage in accordance with the updating of the legal framework regarding the environment.

In the session of this February 19, the members of this body also evaluated

the status of compliance with the plan of measures of the Ministry of Communications (MINCOM) as a result of the accountability of this body to the National Assembly of People's Power

, carried out in December 2022. Mayra Arevich Marín, head of MINCOM, recalled that, as part of this process, the opinion on said report was presented by the parliamentary commission for Attention to Services, with 15 recommendations.

Based on these clarifications, also adopted by the deputies, Arevich Marín presented an update on these topics that are the subject of analysis within the plan prepared by the ministry: digital transformation policy and digital agenda 2030, development of digital government, electronic commerce and banking, the computer applications and services industry, telecommunications services, and the communication system with the people and the creation of a greater culture in the use of technologies.

At the same time, he detailed the actions implemented to respond to complaints and requests from the population, attention to the business and budgeting system, the new measures to boost the economy, the management of science and innovation, and the management of the human capital, remote work and attention to young people, among others.

In terms of electronic commerce, the report analyzed recognizes that, at the end of 2023, electronic payment for electricity services increases up to 50.38% (growing 11.9% compared to 2022); Telephone services increase by up to 87% (increases 13.65% compared to 2022), tax payments reach 57.68% (decreases 0.7% compared to 2022), and gas payments increase up to 43.36% (grows 23.6% compared to 2022). It also states that last year, Transfermóvil reached 4.8 million users and carried out 977 million operations (25% growth compared to 2022), incorporated new functionalities, achieved a high acceptance rate, and the Mi Transfer mobile wallet was enabled, which It reached 376,000 users and carried out 37.7 million operations, in response to the main proposals issued by the population.

The Popular Power system, in continuous improvement

On the agenda of the ordinary session of the Council of State, the results of the accountability of the presidents of the popular councils before their respective bodies were verified. Miriam Brito Sarroca, head of the Commission for Attention to Local Bodies of Popular Power, said that this process took place in the country between the months of November and December 2023, in accordance with the provisions of Law no. 132 “On the Organization and Functioning of the Municipal Assemblies of Popular Power and the Popular Councils.”

“Of the 1,410 popular councils, their presidents were held accountable in 1,343, for 95.2% of the total of these bodies in the country. The main causes of non-performance include the short time the presidents have held the position, generally less than 6 months, and 15 vacancies,” Brito Sarroca stressed.

In the debate it was reported that this process fulfilled the objective of putting for consideration by the rest of the delegates and before representatives of political and mass organizations and residents of the demarcations the work carried out during a year, the insufficiencies that are still present in their work and future work projections.

“This process of accountability of the presidents of popular councils will continue, since the management of the municipal assemblies will maintain systematic monitoring of compliance with the recommendations made in each case,” concluded the President of this parliamentary commission.

Miriam Brito also explained the process of implementing the lines and actions for the continuous improvement of the municipal bodies of People's Power.

Among the most debated issues and in which actions were planned are those related to the accompaniment of the delegates in their constituencies, the participation of administrative directors in the meetings of the popular councils and in the accountability processes of the delegate to his voters, the services provided to the population, attention to the constituencies included in the sociopolitical map and communities in vulnerable situations, he indicated during the presentation of the report.

"In general, it is considered that the analysis carried out in the popular councils, the Administration councils, the municipal assemblies and the provincial councils of the People's Power met the objectives proposed and indicated by the President of the National Assembly of the People's Power on the implementation of the lines and actions for the continuous improvement of Popular Power, and the adoption of new measures to fulfill this purpose. Its results are a strength and will allow us to face the process more robustly to correct distortions and re-boost the economy in what corresponds to the bodies of Popular Power,” considered the Secretary of the Council of State.

In the session, the agreements adopted by this body in its previous meetings were also checked.
