"In my opinion, the state was well prepared and the situation was extreme. The combination was of several factors – very heavy and wet snow, which fell very quickly, there was an unprecedented strong wind in the lower parts of the country, which led to large drifts. Such extreme combinations will probably be observed more and more often," he explained.
"We are preparing strategically, the question is whether we are preparing practically. In France, when a road is built, it is done with a scenario of raising the global temperature by 4 degrees. Raising the global temperature by 4 degrees does not mean that it will be 4 degrees warmer, but it means that there will be many more extreme events – many more hot days and much greater flooding, "Minister Popov explained.
He admitted that we are not prepared for these extreme events.
"Our infrastructure is not adequate to the Bulgarian climate as it is. Even less is it adequate to the climate we expect it to become. We are getting ready, we have several strategies that are being implemented – for river basin management, flood prevention, climate adaptation. These are national strategies that are slowly being implemented. These things are developing, but I think we need to accelerate them, "said Minister Popov.
