He stressed that he was expressing a personal point of view, not the position of the U.S. government.
"I am convinced that NATO's policy today is inadvertently sending a signal to Putin to continue fighting. Because we say that Ukraine will become a member in the long term, but we cannot bring it to NATO while this war continues. This is an incentive for Putin to continue the war. I really think it's time for us to do the exact opposite message – that Ukraine will become a member of NATO as soon as possible. This will mean that there will be no way for Ukraine to lose. Then for Putin, the continuation of this war will be aimless, and for Russia it will be devastating," the American diplomat said.
He noted that the practical implementation of such an intention is not as difficult as it is believed. There are certainly concerns that Ukraine's membership could lead to escalation, the risk of using nuclear weapons, or a direct clash between NATO and Russian forces. These concerns must be addressed, but they can be addressed, Volker said.
It will be recalled that the meetings of the heads of diplomatic departments of NATO countries in Brussels, as well as the meetings of the NATO-Ukraine Council, which will take place this week, which will be attended by US Secretary of State Anthony Blinken, will confirm the Alliance's strong commitment to further support Ukraine.
