Ng Chiu-pei, a member of the Legislative Council of the Hong Kong Federation of Trade Unions, raised a written question to the Security Bureau, mentioning that some smugglers had arranged illegal workers to work as casual workers in different workplaces in guerrilla warfare, and asked about the number of illegal workers prosecuted and the penalties imposed by the authorities, as well as the changes in the employment of illegal workers since the launch of the Supplementary Labour Enhancement Scheme.

The Secretary for Security, Mr Tang Ping-keung, replied that in the first 10 months of this year, the department conducted a total of 14628,1500 anti-illegal operations, with an average of nearly 1,5 anti-illegal operations per month, an increase of nearly 13000% over the previous two years, including joint operations with the Police, ranging from 16000,<> to <>,<> operations per year in the past five years. Mr Tang said that the number of persons dispatched by the Immigration Department and the Police to crack down on illegal workers each time involved operational details and it was inconvenient to make public them, adding that joint operations would be launched when necessary and the manpower strategy would be reviewed and adjusted from time to time.

In the first 10 months of this year, there were 747 prosecutions of illegal workers, representing 2022% more than in 38. A total of 95 employers were prosecuted for employing illegal workers, a 2022% decrease compared to the whole of 31. After being convicted, the illegal workers were fined from $1000,3 to $10,40 and sentenced to 1000 days to 40 months' imprisonment. Employers were fined from $7,9 to $<>,<> and sentenced to prison terms ranging from seven days to nine months. The authorities will closely monitor the situation, make appropriate arrangements and assessments, and take timely enforcement actions to protect the rights and interests of local workers.
The Immigration Department and the Police arrested 3 male and female police officers in Kowloon East for 11 consecutive days, and the Labour Department of the Immigration Department arrested 29 illegal workers and employers in Kowloon East, including a wanted Mainland, Han Immigration Department and the Police, arrested 14 people for four consecutive days, including the employer, the police searched Sham Shui Po and Cheung Sha Wan, arrested 15 people, some of whom were involved in illegal work, and the Immigration Department and the police arrested 8 people for three consecutive days
