Netanyahu was accompanied on the tour by his most prominent confidant, Israel's national security adviser, Tzachi Hanegbi.
The Israeli prime minister made remarks in which he said: "We will do our utmost to return all the detainees."
On the resumption of fighting after the end of the current truce on Monday, Netanyahu said "it will continue until the end and until victory."
"We have three goals in this war: eliminating Hamas, repatriating detainees, and ensuring that Gaza does not pose a threat to Israel again."
Netanyahu's Gaza tour comes a day after his defense minister, Yoav Galant, arrived in the impoverished and besieged enclave by boat.
