Chief Executive John Lee Ka-chiu said that in order to further support Hong Kong start-up teams, the Greater Bay Area Hong Kong Youth Innovation and Entrepreneurship Base Alliance will be established within this year, inviting representative institutions from Guangdong and Hong Kong, including universities, non-governmental organizations, venture capital funds, etc., to join in establishing a one-stop platform to support Hong Kong youth starting businesses in Greater Bay Area cities.


The idea of setting up the Greater Bay Area Hong Kong Youth Innovation and Entrepreneurship Base Alliance was proposed earlier in the 2019 Policy Address to support Hong Kong youth starting businesses in the Mainland cities of the Greater Bay Area. The Secretary for Home Affairs and Youth Affairs, Ms Mak Mei-kuen, said in August last year that preparations for the alliance would be launched later. It is reported that the alliance will be officially established in December this year.

In January 2022, when the Secretary for Constitutional and Mainland Affairs Mr John Tsang Kwok-wai responded to questions from Members of the Legislative Council, the Greater Bay Area Hong Kong Youth Innovation and Entrepreneurship Base Alliance invited relevant institutions from Guangdong and Hong Kong, including strong and proven innovation bases, universities, non-governmental organisations, research units, professional bodies, venture capital funds, etc., to join in establishing a one-stop platform for information, publicity and exchange. Members of the Alliance and representatives of young entrepreneurs from Hong Kong will meet regularly with the governments of Hong Kong and Guangdong to review the latest developments in entrepreneurship and entrepreneurship, listen to the demands of stakeholders, deal with problems encountered by entrepreneurs, sum up experience and improve the mechanism, so as to make the Alliance a platform for effectively handling entrepreneurial difficulties.

Lee Ka-chiu said at the Greater Bay Area Young Entrepreneur Award Ceremony today that an alliance will be established within this year. He also pointed out that the development of the Guangdong-Hong Kong-Macao Greater Bay Area to promote the high-quality development of the country is the focus of Hong Kong's future development and the opportunity for Hong Kong's youth, and the HKSAR Government is fully committed to providing adequate support for young people to start businesses in Hong Kong and the Greater Bay Area cities, launching the Greater Bay Area Youth Entrepreneurship Funding Scheme and the Greater Bay Area Innovation and Entrepreneurship Base Experience Funding Scheme.

Mr Lee also mentioned that the Central Government announced the Loop last month to promote the high-quality development of I&T in the Greater Bay Area, and the HKSAR Government will join hands with the Shenzhen Government to encourage more entrepreneurs to settle in the Shenzhen-Hong Kong Innovation and Technology Co-operation Zone.
