The MPs adopted at first reading a bill amending and supplementing the Agri-Food Chain Management Act, submitted by Kiril Petkov ("Continuing the Change – Democratic Bulgaria") and a group of MPs on April 26, 2023.
The report of the Parliamentary Committee on Agriculture, Food and Forestry states that the bill was presented by MP Rosen Kosturkov, who explained that the changes are aimed at strengthening the official phytosanitary control carried out at all border crossing points and limiting the possibility for private entities to operate at the external borders of the European Union. He recalled that is why by a decree of the Council of Ministers parts of the Kapitan Andreevo border checkpoint are included in the list of strategic sites of importance for national security.
Parliament will vote on amendments to the State Financial Inspection Act
In this regard, testing of samples of categories of animals and goods under art. 47(1) of Regulation (EU) 2017/625 for the purposes of official controls performed on the territory of border crossing points shall be carried out only in laboratories of the Bulgarian Food Safety Agency. These activities, carried out on the territory of border crossing points, cannot be reassigned, the report says.
