The Verkhovna Rada registered a draft law (No. 10062), which stipulates that the Unified State Register of Conscripts, Conscripts and Reservists will become electronic.

What do MPs propose?
The authors of the draft law are about 100 MPs. They propose to accumulate all personal and official information available in electronic registers and databases necessary for maintaining military records, as well as to simplify the procedure for obtaining the status of a participant in hostilities, a person with a disability as a result of hostilities and a family member of fallen servicemen (defenders).
The explanatory note to the draft law states that it was developed to improve the work of the Unified State Register of Conscripts, Conscripts and Reservists.
Who owns the registry
The holder of this register is the Ministry of Defense, the General Staff of the Armed Forces of Ukraine, the Security Service of Ukraine and the Foreign Intelligence Service of Ukraine.

According to the draft law, they will receive the following information from various electronic registers and databases in automatic exchange mode:

The data listed above will be available to the Territorial Recruitment and Social Support Centers (TCC SP).

Citizens will be able to check themselves in the register of persons liable for military service through the electronic cabinet of this register.
Why do we need an electronic register?
Lawyer Maryna Bekalo explained to TSN.ua that all these mechanisms are being introduced in order to simplify the procedure for mobilizing citizens, because the TCC SP is currently limited in its capabilities due to the lack of data on persons liable for military service.
"The launch of this register opens up wide opportunities for the TCC SP to obtain more information about citizens, search for persons liable for military service, control over the movement of citizens around the country and abroad. In particular, checking the grounds for crossing the border and the reasons for the non-return of persons liable for military service, obtaining information about migration through the migration service, obtaining refugee status, etc. And, of course, a summons to the TCC SP," the lawyer said.
Will they be able to serve summonses online?
Maryna Bekalo noted that calling conscripts and conscripts to the TCC SP by phone or via e-mail will be possible only if appropriate changes are made to the rules of military registration.
"All these mechanisms are being introduced in order to simplify the procedure for mobilizing citizens, because the TCC SP is currently limited in its capabilities due to the lack of data on persons liable for military service," the lawyer said.
When will the register of persons liable for military service start working?
Deputy Chairman of the Parliamentary Committee on National Security and Defense Maryana Bezuhla told BBC Ukraine that the electronic register of conscripts and conscripts, called "Oberig", is 90% ready.
According to her, it already contains data on almost all persons liable for military service.
According to the plan of the project team, the register should start working in full with the registers of other authorities in the fall.
The deputy stressed that there is no mechanism for sending subpoenas electronically using this register.
Electronic register of persons liable for military service: what is known
Recall that the introduction of the electronic register was recently announced by the new Minister of Defense of Ukraine Rustem Umerov. During his first speech in the Verkhovna Rada, he promised that the digitalization of all processes and the launch of a single register would eliminate any corruption risks.
"All information about a soldier should be digital: an electronic military ID, digitalization of military medical commissions and hospitals, an electronic journal, a report for the military," Umerov said.
However, this initiative is not new. The law on the unified electronic register of persons liable for military service and conscripts was approved back in 2017. It was formally launched in March 2022, but there was no complete database of all conscripts.
In December 2022, the government approved Resolution No. 1487, which defined the details of the launch of an electronic register and digitalization of processes based on Diia. It was planned that the application should have an electronic military ID service and the ability to submit information about yourself to the TCC SP. The Ministry of Digital Transformation assured that there is no question of sending summonses to conscripts through Diia.
There was no news about the unified electronic register of persons liable for military service until the end of August 2023. However, against the backdrop of increased mobilization and corruption scandals in the TCC SP, a few weeks before his resignation, Oleksii Reznikov said that work on the register continues.
