A gazette in Chhattisgarh has become a problem for thousands of employees

Raipur: The gazette published by the Chhattisgarh Government General Administration Department on October 20, 2022, continues to be a cause of trouble for the officers and employees posted in the Special Scheduled Area of Chhattisgarh. In a notification signed by Sachin Kamalpreet Singh of the General Administration Department, Government of Chhattisgarh, it has been said that all the third and fourth class employees posted in Gaurela Pendra Marwahi and Korba of Scheduled Area Bastar, Surguja and Bilaspur divisions who belong to the district level cadre will not be transferred outside the district and those who are of division level will not be transferred or deputed outside their division. Will be eligible for.

After this notification, the dream of employees working in other divisions and districts working in the scheduled area from the district and division of the second scheduled area to reach their home village has been shattered, whereas before this order, the employees working in the scheduled area could get their transfer / deputation done in another scheduled district or division. Under previous orders and regulations, many employees chose jobs hundreds of miles away from home so that in the future, they would be able to transfer /deputation to their home area and discharge the responsibilities of the job as well as the household. But the notification published in the Chhattisgarh Gazette dated October 20, 2022 with extraordinary authority is like holding all those employees hostage who chose the job away from the family on the basis of prior service conditions.

The employees, officials affected by
the gazette, said the terms of their appointment did not mention that they would never be transferred or deputed. The services of the employees are run on the basis of the rules mentioned in their advertisement and the service conditions mentioned in the appointment letter.

After this new order, now if the husband and wife of the district or division cadre are posted in a separate division, they will be able to meet only as guests till retirement because according to this rule, their transfer or deputation in any way is not possible in another division.

According to the
new rules, transfer/deputation is not possible under any circumstances, whether it is a disability or serious illness. Talking to the employee leaders, they said that there was confusion among the employees from the beginning that the order should be followed for the employees appointed after the day of the order as the employees already serving do not join elsewhere under such conditions. When applications were sought from the Chhattisgarh government for deputation in Swami Atmanand Vidyalayas, the applications of officers, employees and teachers posted in the Special Scheduled Area were rejected citing this gazette.

Chhattisgarh Civil Service Rules, till now employees could get their transfer or deputation from one scheduled area to another scheduled area. This was the case since the formation of Chhattisgarh state. On the basis of these rules, the employees used to get their transfer/deputation done in another scheduled area even after being appointed in another scheduled area. But after the notification of 20 October 2022, it is also not possible to make deputation/ transfer from one scheduled area to another scheduled area.
