This is reported by Sega, citing information from "MPs familiar with the movement of procedures under the recovery plan".

September was set as the deadline for submitting the request for second payment by Finance Minister Assen Vassilev.
The deadline is also linked to the subsequent technological time it takes for the EU institutions to carry out the payment checks and allocate the amount itself, so that the money can be received by the end of the 2023 budget year.
A check in the current statistics on the measures and targets for submission of the payment claim shows that Bulgaria has met 34 requirements, 32 still have the status of unfulfilled.
Many of the bills related to the implementation of these goals are already in the final rights in the National Assembly and the statistics will improve, Sega said, adding that according to experts, in this case too, Bulgaria will probably not meet all these preconditions and will submit a request for partial payment.
