The guild yesterday (6th) passed the proposal to adjust the salaries of civil servants for this year, with a flat salary increase of 4.65% for middle and low-level civil servants, and a 2.87% increase for directorate and senior civil servants. Chow Siu-song, a member of the Legislative Council's Civil Service and Subvented Staff Committee, was interviewed on the radio today (7th), questioning that the salary increase has not caught up with the private market, and also pointed out that the government has failed to deliver on its welfare promises, and is worried that the gap between public and private pay and benefits will widen, aggravating the turnover rate of civil servants.

Li Fangchong, chairman of the Hong Kong SAR Government's Civil Service Association, believes that the salary increase is expected and believes that the increase is still competitive for middle- and low-level personnel, but believes that the Taiwan authorities should consider raising the salary increase of senior civil servants.

Zhou Xiaosong said that he was happy to see that the Taiwan authorities respected the salary adjustment mechanism, but he believed that the salary increase still failed to recover the inflation of recent years and catch up with the private market, pointing out that civil servants have experienced two salary freezes in the past three years, and in recent years, the turnover rate of civil servants has been high, the number of applicants has decreased, and the attractiveness has decreased, and he hopes that the government will raise the morale of civil servants appropriately when public finances improve.

He pointed out that if the government wants to grab and retain talents, it must adjust the existing medical and dental benefits, pointing out that the new civil servants do not have medical benefits after retirement, and the waiting time for current civil servants to see dentists is too long, and they often wait one or two years, believing that this is a disguised failure to fulfill the welfare promise to civil servants.

Leung Cho-ting, director general of the Federation of Civil Servants' Unions, also believes that the iron rice bowl of civil servants is no longer there, and that the new civil servants not only have many work constraints, wages are out of touch with the market, but also have no benefits and long salaries after retirement.

However, Li Fangchong believes that the salary increase is within expectations, pointing out that many middle and low-level civil servants believe that the salary increase is within the normal range, but most of the senior management is disappointed. He added that the salary increase of civil servants this year is competitive with the private market, plus the benefits are sufficient, and the middle and lower levels will still be competitive in the long run, but he believes that the Taiwan authorities should consider adjusting the salary increase at the top level.
