"The failures of the Ukrainian military in the so-called counteroffensive".

This is stated in the fresh world of ISW.

However, independent analysts reject such a statement by the Kremlin, as previously stated by Mr.

Russian President Dmitry Peskov.

"This explanation is implausible, since Ukrainian troops have not yet conducted large-scale offensive operations," the ISW said.

American analysts also questioned the statement of Russian Defense Minister Sergei Shoigu, who said that Ukrainian troops "intend to send forces from the Kherson direction to support 'failed' offensive operations elsewhere and thus destroyed the dam to prevent Russian troops from taking advantage of the weakened Ukrainian defenses on the right bank of the Kherson region." The ISW calls the Russian minister's statements "meaningless."

"This explanation is also implausible, because limited Russian forces on the eastern (left) bank of the river do not pose a significant threat to the western (right) bank, which would require large Ukrainian forces to defend," the analysts said.

"Russian officials seem increasingly trying to immediately characterize the Ukrainian offensive effort as a failure and have likely decided to use their allegations against Ukraine over the CHP dam to bolster these information efforts," the ISW concluded.
