How did the tragedy happen with the shelter in Kyiv

The victims of the Russian attack in the Desnianskyi district were people who fled to the shelter. It was located in the premises of the clinic, but that night it did not work. The husband of one of the victims said that after the alarm was announced, his wife and child ran to the shelter, but it was closed. Other people, women and children, gathered at the entrance. While they knocked on the door, the wreckage of an enemy missile fell directly on them.

Later it became known that residents living near the polyclinic in the Desnianskyi district of Kyiv were not able to get to the shelter not for the first time. Locals say that people were even kicked out of the shelter.

"Drunk" shelter guard: true or not

In turn, Mayor Vitali Klitschko said that it would be difficult to find out whether the shelter was open, because the blast wave knocked out all the doors. According to him, rescuers reported that after the damage to the clinic, a group of people was allegedly taken out of it.

Later, eyewitnesses reported that the guard himself was allegedly drunk, he himself locked himself inside the shelter and refused to let in women with children who tried to reach him.

After falling rocket debris, the guard himself was taken to hospital. Hesuffered a concussion. However, due to statements by locals who claim that they repeatedly saw the man drunk, he was sent for a check on possible intoxication.

The medical examination of the guard showed that at the time of the missile strike on Kyiv, during which three people died, he was in a sober state. He claimed that closing the shelter was allegedly a decision of the administration. Kiev residents say that they wrote complaints and appeals, but everything turned out to be in vain.

Who will be responsible for the incident with the closed shelter in Kyiv

As a result of the tragic incident, Kyiv law enforcement officers detained three officials and a security guard of a medical institution. Among the detainees are the first deputy of the Desna Regional State Administration, the director of the medical institution and his deputy for technical issues.

In addition, the Kyiv City State Administration, the prosecutor's office and the Kyiv police conducted searches. In turn, President Volodymyr Zelensky promised a "firm reaction" to the deaths of people near the shelter. He alluded to the mayor of the capital, ex-boxer Vitali Klitschko, noting that "there may be a knockout."

After that, Kyiv Mayor Vitali Klitschko said he was dissatisfied with the implementation and use of funds that were allocated for the construction of shelters in the capital. According to him, these funds were managed and managed by the city regional state administration, and the heads of districts, most of whom are representatives of the Servant of the People party, are responsible.

Soon Klitschko appealed to the Cabinet of Ministers of Ukraine to suspend from office the head of the Desnianskyi district administration Dmytro Ratnikov after the tragedy with the death of people near a closed shelter.

What will happen to shelters in the capital now

The mayor of the capital also said that from now on, after the start of air raid alarms, patrols will check whether the shelter in the capital is opened. In addition, the city authorities of Kyiv plan to involve the public in checking access to shelters.

Subsequently, the Kyiv City State Administration stated that shelters in the capital in general would be permanently open.
