The Government announced today (1 December) that it will relax the requirements for university students to apply for the civil service, allowing third-year university students to apply for the civil service. According to the Secretary for the Civil Service, Ms Yeung Ho Ho Kit-yin, all government posts requiring a bachelor's degree or higher will be able to apply for the civil service one year before graduation under the new arrangement, whether they are master's students, doctoral students, five-year or three-year students.

Applicants must complete the program graduation within the specified time.

If an applicant is accepted, the Government will issue a conditional offer notice and the applicant will join the Government after graduation.

As the Basic Law requires civil servants to be permanent residents, applicants must be Hong Kong permanent residents at the time of acceptance of the Government's offer of employment.

Adjust the arrangements for civil service recruitment examinations

The Civil Service Bureau will adjust the relevant civil service recruitment examination arrangements in light of the above measures. The Comprehensive Recruitment Examination and the Basic Law and NSL Test (degree/professional level grades) to be held in October (Hong Kong Examination Centre) and December (Examination Venues outside Hong Kong) this year, and the Joint Recruitment Examination (JUPE) for Administrative Officers, Administrative Officer II, Assistant Labour Officer II, Assistant Trade Officer II, Management Counsellor Officer II and Transport Officer II (JW) to be held in December (Trial Venues outside Hong Kong and Hong Kong), It will be open to students holding a bachelor's degree and currently enrolled in the final year of a bachelor's degree programme (i.e. graduating in 10-12) and university students graduating in 12-<>.

The next round of the Comprehensive Recruitment Examination and the Basic Law and NSL tests (degree/professional level) are tentatively scheduled for August (Hong Kong Examination) and September (Outside Hong Kong), while the Joint Recruitment Examination (Hong Kong and Outside Hong Kong) is tentatively scheduled for September.

The Department of Justice rushed to recruit trainees

Under the Civil Service Bureau's Mobile Application for Government Vacancies, the Department of Justice has taken the lead in recruiting trainees (starting in 2025), which stipulates that applicants must meet the following conditions:

1. Hong Kong Permanent Resident

2. Be a third-year student of the Bachelor of Laws program in a post-secondary institution and will obtain a Certificate in Laws in 2025

3. Level 2 or above in the English Chinese Liberal Arts and Secondary Chinese Liberal Arts Examination in the Hong Kong Diploma of Secondary Education Examination or the Secondary Education Examination (HKDSEE), or equivalent

Job advertisements also stipulate that applicants must be Hong Kong permanent residents at the time of appointment.
