According to the Secretary for the Civil Service, Ms Angela Yeung, all government posts requiring a bachelor's degree or higher will be accepted from students who are progressing to Year 3 and currently in Year 3 in the new academic year from today onwards.

Applicants must be enrolled in a four-year bachelor's program and must graduate within the specified time.

If an applicant is accepted, the Government will issue a conditional offer notice and the applicant will join the Government after formal graduation.

As the Basic Law requires civil servants to be permanent residents, applicants must have become Hong Kong permanent residents at the time the Government issues an official offer of employment.

The Civil Service Bureau will adjust the arrangements for the relevant civil service recruitment examinations in light of the above measures. The Comprehensive Recruitment Examination and the Basic Law and NSL Test (degree/professional level) to be held in October (Hong Kong Examination Centre) and December (Examination Venues outside Hong Kong) this year, and the Joint Recruitment Examination (JEA) for Administrative Officers, Administrative Officer II, Assistant Labour Officer II, Assistant Trade Officer II, Management Counsellor Officer II and Transport Officer II (JW) to be held in December (Trial Venues outside Hong Kong and Hong Kong), It will be open to applicants who hold a bachelor's degree and are currently in the final year of a bachelor's degree programme (i.e. graduating in 2023-24) and university students graduating in 2024-25.

The next round of the Comprehensive Recruitment Examination and the Basic Law and National Security Law tests (degree/professional level) are tentatively scheduled for August (Hong Kong Examinations) and September (Examinations Outside Hong Kong), while the Joint Recruitment Examination (Hong Kong and Outside Hong Kong) are tentatively open for September.
