The Defense Committee of the State Duma recommended the rejection of a draft law on the exemption from conscription of citizens of Russia with a doctorate or candidate degree.

The recommendation, signed by the head of the committee Andrei Kartapolov, was published in Telegram by the author of the bill, Mikhail Matveev, a lawmaker from the Communist Party of Russia (CPRF).

"I based the bill on the president's thesis in announcing the partial mobilization that it is partial and that conscription will be primarily for those who have experience in serving in the armed forces," Matveev wrote.
