The Sub-committee on Development of the Northern Metropolitan Area commenced this afternoon (30 December) to discuss the future work plan of the Committee, with Chairman Lau Kwok-hung pointing out that the Committee will meet once a month for one year, and then the internal committee will decide whether to continue. Some participants expressed the wish that the programme of work would include a discussion on understanding Shenzhen's policies and development models, while others hoped that the Committee's discussion items would be prioritized.


The work plan includes a review of the technical guidelines on the relevant legislative codes in the Northern Metropolis, and the Convenor of the Executive Council, Chairman of the New People's Party, Ip Lau Suk-yee, pointed out that the town-related ordinance is sufficient to deal with the development of the northern metropolis, and the ordinance has largely completed its deliberations, and believes that the committee should focus on performance pledges, etc.


Ms Ip pointed out that the government has outlined a beautiful vision, with a population of 250.50 million, <>,<> jobs, etc., but did not mention infrastructure and other expenditures and financing options, and the government earlier replied that there would be a program at the end of the year, believing that the agenda should be closely monitored.

Members proposed to join regional supporting facilities and Shenzhen policies

Labour MP Leung Tsz-ying mentioned the desire to join the discussion on public and private housing, infrastructure and I&T City facilities. LegCo member Yao Pak Leung said that he wanted to prioritise the discussion of the plan and make the discussion more effective, and he paid attention to the development of the recreational ecosystem in the "Two Cities and Three Circles", including how to incorporate tourism elements at the planning stage.

The "Two Cities and Three Circles" refers to the concept put forward by the then Chief Executive Carrie Lam in the Policy Address in 2021, with the "twin cities" being Hong Kong and Shenzhen, and the "three circles" from west to east being the Shenzhen Bay Quality Development Circle, the Hong Kong-Shenzhen Close Interaction Circle, and the Mirs Bay/Yin Chau Tong Eco-Recreational Tourism Circle.

Lau pointed out that the Government's development strategy for the Northern Metropolitan Area had not been discussed in the Legislative Council, and initially suggested that the design of the first floor of the Northern Metropolitan Area, including population and the ratio of public to private housing, could be discussed first, and then discussed on a case-by-case basis by topic, including infrastructure, tourism and cultural and sports facilities.
