The President of the Republic of Azerbaijan sent a bill to the National Assembly to amend the law of the Republic of Azerbaijan "On the 2023 State Budget of the Republic of Azerbaijan."
Factors that contribute to the revision of the state budget:

During the past year, significantly higher government budget revenues against forecasts, an update on last fall's forecast for the social-economic development of the country's economy, and an increase of 5.6 billion manat in gross domestic product (GDP) compared to the previous forecast are bringing the creation and division of additional financial resources in this year's state budget on a daily basis.
In the first four months of 2023, macro-fiscal results and revised macroeconomic forecasts
produced 40.0 billion manat in the country, including 22.7 billion manat in the non-profit sector. Compared to the same period the previous year, GDP grew 0.1 percent in real expression and 3.1 percent in the non-neutral sector.
Compared to the same period last year, the january-April period recorded a 3.5 percent decline in most areas of the country's economy, including agriculture, 10.1 percent in construction and 12.1 percent in information and communications, and a 2.6 percent decline in oil production in the industry.
During the January-March 2023 period, the volume of foreign trade operations increased 5.1 percent to $12.2 billion in real expression compared with the same period in 2022, accounting for $8.2 billion in export operations and $4.0 billion in import operations. As a result, a foreign trade account generated a positive $4.2 billion (U.S.). At the same time, exports of non-neutral products in the foreign trade cycle were up 23.2 percent in actual prices compared with the corresponding period last year and 19.2 percent in real expression to $912.2 million.
At the same time, in January-April 2023, the average export price of a barrel of crude oil marked "Azeri Light" was $85.8 (U.S.) more than the price taken during the 2023 budget parameters.
In the first four months of the year, the positive trends recorded in the non-negotiable sector, as well as the flexible dynamics of the oil price and the high inflation rate (13.5 percent), contributed to the growth of the total and government budget.
As a result, in the first four months of 2023, the total budget was 21262.8 million manat, 9154.7 million manat, or 75.6 percent more than in the same period last year. The combined budget deficit was 9957.9 million manat, 863.5 million manat, or 9.5 percent more than in the same period last year. In the first four months of the year, the total budget was actually 11304.9 million manat.
During the first four months of the year, the government's revenue was 12165.0 million manat, or 106.0 percent, compared with 1477.5 million manat or 13.8 percent during the same period in 2022. The government's revenues increased by 6.2 percent compared with the forecast indicator (46.7 percent), with a special weight of 52.9 percent.
During the four months of 2023, the government's budget was 8929.7 million manat, or 107.3 percent, against a forecast of 8321.6 million manat.
In May 2023, taking into account the world's global economic and geological processes, the price of energy carriers, the actual results of 2022 and the trends seen in the current year Macroeconomic forecasts for the current year have been updated by the Ministry of Economic Affairs of the Republic of Azerbaijan.
According to revised macroeconomic forecasts, the average export price of a barrel of oil for the rest of the year is $60.0 ($85.8 a month). By 2023, the U.S. dollar was forecast to increase by 1.8 percent to 111.6 billion manat (more than the previous forecast of 5.6 billion manat), as well as 77.7 billion manat (more than the previous forecast). The revised 2023 state budget includes an increase of 7.7 million manat or 1.0 percent to 764.7 million manat and 777.0 million manat, while the financial assistance allocated from centralized expenses of the state budget to regulate local income and expenses (12.3 million manat).

Along with the Ministry of Labour and Social Protection of the Republic of Azerbaijan, the National Social Protection Fund's budget will increase by 7.4 million manat (0.4 percent) to 0.0 million manat.
The unemployment insurance fund's income and expenses will increase by 1.6268 million manat (0.5 percent) to 0.2 million manat.
Nakhchivan is intended to increase the budget of the Republic of Moldova by 4.217 million manat and to finance some government agencies ($7.19 million) from the Republic of Moldova's central budget. For the above reasons, the dotage allocated to the Republic of Moldova's budget was reduced by 9.9 million manat, or 9.29 percent. In view of these, the income and expenses of the republic of Nakhchivan will be reduced by 8.6 million or 2.9 percent to 8.1 million manat, compared with the approved indicator.
