Until now, Russian laws provided for referendums and elections to state and local authorities not to be held in such territories. The new rules specify that this restriction does not apply in cases where the decision to schedule an election or referendum is taken by the Central Election Commission in consultation with the Ministry of Defence and the Federal Security Service. In this situation, it is possible that elections and referendums can be held both in the whole territory where martial law has been introduced, as well as in part of it.

The law also specifies the measures applicable in the territory where martial law is introduced, especially the grounds for detention of citizens. Previously, the Martial Law Act provided that citizens could be detained for up to 30 days on the grounds provided for in federal law. In the adopted law, the provision on administrative detention is set out in a separate paragraph, which states that detention will be possible "in the event of violation of the prohibitions and restrictions established by decrees of the President in the territory where martial law has been introduced."

The list of measures also includes "forced and controlled transfer of citizens from the territory where martial law has been introduced to territories where martial law has not been introduced." The norm that allows the detention of vehicles "on grounds established by federal law" is also abolished.
