The Russian army continues to deny the transition of the economy to a war footing and pretends that everything is going according to plan. In total, in 2023, Russia will spend 29 trillion rubles or $ 362 billion from the federal budget, where a record 9.4 trillion rubles are planned for the army. This is 60% more than in 2021.

Despite this, it will be noted that part of the war money was disguised as expenditures on education, social security, support for the economy or regions. In particular, this concerns the financing of propaganda. As an example, the Federal Budget spends 118 billion rubles on state media support.

"Another 20 billion rubles will be sent to the Internet Development Institute, which sponsors propaganda content." - said in the message.

At the same time, funds from the budget intended for the regions are also mobilized for the war - about 550 billion rubles in subsidies.

"Local budgets throughout Russia have partly been assigned social expenditures on the military. The regions pay 1-3 million rubles from their own pockets to families for each killed compatriot-occupier," the report says.

In addition, part of the social fund, such as monthly pensions for disabled veterans, will be paid from the all-Russian Social Fund, which is sponsored by the state.
