This was said in an interview with BTA Assoc. Dr. Tony Dimov - founder and chairman of the Center for Impact Assessment of Legislation.

According to him, the package of proposals for legislative changes submitted to the National Assembly, including amendments to the two criminal codes – substantive and procedural and in the law governing the judiciary actually means launching an attempt at serious and radical reform.

Very often, those in power, especially MPs – sponsors of bills, ignore the rules with arguments for urgency and urgency, imposed by our environment, by the rapid development of public relations, by the "needs of society" or "people's opinion", etc. In most cases, we are talking about populist, narrowly partisan, lobbyist or similar legislative proposals, badly disguised behind the veil of speed, which directly circumvents the requirements of the law regarding the rule-making process, which if it were not a fenced yard, as is currently happening in the National Assembly (NA), would not have allowed such proposals to be considered. That is why we are in the current situation, Dimov said.
