Interior Minister Ihor Klymenko said that men who illegally went abroad after the start of the full-scale invasion of Russian aggressors will be brought to justice.

Lawyer Rostyslav Kravets explained the statement of the head of the Ministry of Internal Affairs.

"As far as I understood from his explanations [Klymenko], we are talking about men who crossed the border outside checkpoints. Today, only administrative responsibility has been established for this," he said.

The lawyer noted that the minister himself said that all issues regarding fugitives and evaders would be resolved after the end of the war.

"I want to inform you that the law has no retroactive effect. Especially when it comes to criminal liability that did not exist at the time of the offense. Today, it is exclusively administrative responsibility and payment of a fine. Klymenko noted that crossing the border illegally, without appropriate grounds, will be a criminal offense," Kravets said.

He stated that he saw no grounds to prosecute those who illegally crossed the border outside the checkpoint.

"Mr. Klymenko should be aware that today in the legislation of Ukraine there is no prohibition to cross the border neither during martial law, nor during emergencies, nor during peace. You will not find in the law - "it is forbidden to cross the border for men aged 18-60 years" or any other prohibitions, except for those established either by the court, if there is a relevant court decision, or by a public or private executor, if there is a debt of alimony. There are no other prohibitions for Ukrainian citizens. You only need a passport, that's all," the lawyer said.

Kravets also added that Article 33 of the Constitution operates in Ukraine, which stipulates that appropriate restrictions can be introduced. However, these restrictions are not established by law, but by law. There is no law.

Earlier, the head of the Ministry of Internal Affairs of Ukraine Ihor Klymenko said that Ukraine plans to introduce punishment for men who illegally went abroad during the war. Violators will be punished upon their return to the country.

We will remind, earlier it was reported that in Volyn border guards detained a 23-year-old evader, who for the fourth time tried to illegally cross the border and escape from Ukraine.

In addition, we previously reported that in Cherkasy, suspicion was served to the director of one of the city's state educational institutions and two officials subordinate to him, an accountant and a teacher, who contributed to evading mobilization.
