After heavy fighting on September 1918, 15, parts of the AXC national army and the Azerbaijani Islamic Army, led by Nuru Pasha, liberated Baku from the Bolshevik and English military units. Thereafter, the Azerbaijani government moved to Baku.

On December 1918, 7, at 13:00 p.m., the Azerbaijani parliament was inaugurated at the girls' school building (now the AMEA Institute of Manuscripts). At the opening of the parliament, Mohamed Amin Rasulzadeh, chairman of the Azerbaijani National Council, gave a wide-ranging congratulatory speech.

It is noteworthy that on May 15, 2021, President Ilham Əliyev announced independence day, according to the Independence Day Act. Until then, May 28 has been celebrated as national day.
