In order for a Grand National Assembly to be convened, a change in the Constitution must be requested. This can be done by half of the MPs - 120 - or the president. Parliament shall consider the request at the earliest two and at the latest five months after its submission, and at least two-thirds - 160 - of the MPs must vote for the decision.

If the parliament makes such a decision, the president schedules elections for the Grand National Assembly within three months.

The Grand National Assembly consists of 400 MPs. It may adopt a new Constitution, decide on issues of amendment of the territory of the country, decide on changes in the form of state structure and state government.

The last Grand National Assembly was the seventh to adopt the new Constitution of Bulgaria in 1991.
