Biden said it was the first U.S. National Anti-Semitism Strategy and that it sent a clear message that "in America, evil will not win."

The strategy, which has been in place for months, has four main objectives: to understand the causes of anti-Semitism and how America is threatened by it, to strengthen the security of Jewish communities, to take measures to combat discrimination based on anti-Semitism, and to build solidarity and common action by different communities in the name of combating anti-Semitism.

Jewish organizations welcomed the U.S. government's initiative.
