With 151 votes in favor, the MPs approved at first reading amendments to the Labour Code, which introduce an electronic work book. The 37 deputies from the revival voted against, and 28 from the MRF elected the position of abstention. The amendments also provide for the National Revenue Agency to keep the employment register instead of the Employment Agency as before. Vazrazhdane expressed concerns about the security of personal data, citing critical opinions of institutions.

Martin Dimitrov from PP-DB, who are submitters of the bill, replied:

"Do not expect when introducing e-services in Bulgaria, the relevant administrations that have to make this reform to make efforts to rearrange their structure. Don't expect them to support right away! Put those fears behind it. Let's take a big step forward today towards true electronization and digitalization."

PP-DB expressed readiness to comply with some of the recommendations and to make changes before the final adoption of the bill.
