This was stated by Kyiv Mayor Vitali Klitschko during a speech at the Kyiv Security Forum, which began today.

"Russia's air attacks on Kyiv are failing. But, unfortunately, hundreds of houses in Kyiv were destroyed, many people died. There are many children among them. This is not a special military operation. This is terror. Putin needs Ukraine, but he wants to have Ukraine without us. Therefore, we protect not only our home, but also our children, our future. And we must do everything possible to win this war. I am confident that we will stop Russia and win this war. Russians respect only force. Therefore, we must be strong. Both on the battlefield, militarily, and economically, politically. We must become powerful and succeed. Success should be a top priority in Ukraine. Success in all directions," said Vitali Klitschko.

He stressed that Ukraine should prepare a recovery plan today and be ready to start its implementation as soon as the war ends.

"When we talk about the day after tomorrow, we must have a master plan, like the Marshall Plan, for the reconstruction of Ukraine. As soon as the war is over, this plan must be ready, and we must be ready to start implementing it. Many believe that rebuilding Ukraine means rebuilding houses, bridges and everything else. No. First of all, reforming Ukraine matters. European reforms must be implemented. Fight against corruption, police reform, decentralization reform. We must become successful. Success is the best response to our partners who support Ukraine. And this is also the best response to the Russians from us," Klitschko stressed.

The mayor of Kyiv also noted that during the development of the "Marshall Plan" it is important to have as an example the successes of countries such as the Czech Republic, Poland and others that "managed to change and achieved success on the European path."

"We have to be willing to work hard. We have to do a lot to make us a worthy family in the common European family. And we should be part of this family and part of NATO. Neutral status has been a huge mistake of recent times in the modern history of Ukraine. Now we understand this well," said Vitali Klitschko.

The 15th Kyiv Security Forum will be held in the Ukrainian capital on May 25 and 26. It brought together well-known international figures, experts in international relations and security issues, diplomats, public activists, etc. The thematic title of this year's Forum is "Fighting for NATO"
