President Clinton was the first sitting US president to visit Bulgaria as an acting head of state in November 1999. During President Clinton's administration, Bulgaria was a strategic ally, particularly during the Kosovo War, when the United States led an international coalition to stop the persecution of Kosovo Albanians.

Bulgaria supported NATO policies in Kosovo, notably the 1999 airstrikes that led to the withdrawal of Yugoslav forces from Kosovo before the country joined NATO in 2004.
