According to the investigation by the Fire Department of Penghu County Government, at 6:40 a.m. on the 10th, a report from the public was received that a fisherman was fishing at the pier in Tongpanli (Beidi Wharf) in Magong City. After the service personnel arrived at the scene, the drowning man surnamed Lin (63 years old, living in Toufen City, Miaoli County, a tourist) had shown OHCA status <no breathing and heartbeat>, and his friends were giving CPR <cardiopulmonary resuscitation>, and the service personnel immediately The personnel took over the implementation of CPR first aid and transported the person to the bucket pan clinic for emergency treatment.

At 7:45 a.m., the Tongpan clinic notified the fire department that the drowned person would take the "Tongpan Star" traffic ship to Magonghai No. 8 Wharf, and then be sent to the hospital on the island for emergency treatment.
