[Reporter Zhang Wenchuan/Taipei Report] Seven dentists including Lee Tsung-yi of the Tri-Service General Hospital were accused of falsely checking and accepting escort medical equipment suppliers for overpayment, or fraudulently receiving health insurance premiums while working part-time at the clinic. A total of 23 dentists, assistants, and manufacturers were prosecuted for the crime of corruption, such as taking advantage of job opportunities to fraudulently obtain property. The Taipei District Court announced the first wave of sentences today. Ten people, including the person in charge of the clinic, were sentenced to fixed-term imprisonment of 10 months to 1 year and 7 months, and their sentences were suspended for 2 to 5 years. The other 6 military doctors who were involved in fraud and corruption and did not accept the experiment were being tried separately, and the sentence has not yet been pronounced.

The 23 defendants in the case included 7 dentists of the Third Chief, 6 of whom were military officers, the highest rank in the military was Chen Yuanwu, the colonel and chief physician of the Dental Department, and the other 5 military doctors were Zhuang Chuanzong, Li Zongyi, Xu Yunzhong, Kong Lingyu, Liu Shaoxian, and one non-military doctor Resident physician Zhou Weiting was the most involved. The prosecution launched 3 waves of search interviews from September to December 2021. In September last year, 23 people were prosecuted. Today, the verdict is mainly aimed at the defendant who pleaded guilty to fraudulently receiving health insurance premiums. The crime was sentenced in October, more than 80,000 yuan of criminal income was confiscated, the sentence was suspended for 2 years, 20,000 yuan was paid to the public treasury, and 2 legal education sessions were held.

The dentists, managers and assistants of 6 dental clinics including Hesheng, each assisted 4 military doctors including Li Zongyi to work part-time illegally, falsely used the name of other dentists to see patients, and fraudulently received health insurance premiums ranging from 130,000 to 11.74 million yuan. Five clinics, including Feiyue Peking University, Melia, Van Gogh, and Jianzhe, pleaded guilty, and 10 clinic directors, including Wu Changjie, Chen Yuying, Huang Guoguang, Lu Ziliang, and their assistants, were each sentenced to prison terms for the crime of jointly defrauding money or forging documents. In July of 1 year, probation ranged from 2 to 5 years, payment of 100,000 to 150,000 yuan to the public treasury, and 2 sessions of legal education.

The part that has not yet been concluded is Huayun Dental Technology Institute and Yuanqi Dental Research Company. From March to December 2016, they each obtained 18 contracts for three general projects such as dentures and metal porcelain crowns. In order to win Dentists use their own products and provide items that do not conform to the contract. When compiling the "Detailed List of Denture Contract Items" every month, they pass the test by patching up items and quantities. The Escort 2 manufacturer received more than 2.68 million yuan from the Third General Manager, and the doctors used it on their own.

The Beijing Inspection Office accused Li Zongyi of using more than 300,000 yuan to write off the cost of making dentures in the clinic; Kong Lingyu asked the manufacturer to reimburse his own expenses of more than 130,000 yuan on his behalf; Yu Yuan; Zhuang Chuanzong, Zhou Weiting, and Chen Yuanwu asked the manufacturers to write off personal expenses of more than 690,000 yuan, 80,000 yuan, and 200,000 yuan respectively.
