Taipei City Councilor Lin Yanfeng (wearing a white vest) yesterday invited officials from the relevant bureaus of the market government to guide blind pedestrians through the crossing, and put on blindfolds to measure the conditions that visually impaired pedestrians will encounter.

[Reporter Yang Xinhui/Taipei Report] Since 2018, the Taipei City Government has introduced the "three lines" appearance guide line threading, but Taipei City Councilor Lin Yanfeng found that the guide line threading at the intersection of Fuguo and Fuhua in Shilin District was improperly set up. Not only are the sidewalk guide bricks not connected, and the manhole cover is "slightly not installed", but it will also hit the signal pole, which may lead to accidental risks. She invited the relevant bureaus of the market government to investigate yesterday, and asked officials to hold guide sticks and wear them. The blinders are used for actual measurement, and it is required that the representative of the cross-bureau office should conduct on-site surveys in the future planning.

Traffic Office: Will survey the intersections that have been set up one by one

The Beishi Traffic Control Engineering Department responded that since this year, guide crossings have been installed at intersections with sound signs. At present, there are 38 places in the city. The situation after the implementation does seem to have room for improvement. In the future, integrated planning will be made at the corners of the intersections, and construction and design will be more closely coordinated. Within one month, on-site surveys will be conducted one by one for the intersections that have been set up.

Blindfolded actual measurement of fear of guiding to the lane and hitting the signpost

Lin Yanfeng said that the traffic office issued a document on March 7 this year stating that "no jumping over the ditch cover" should be set up, "drawing should be based on the principle of the center of the line", and "the center point of the line for the blind should be at least one meter away from the edge of the line". Make the visually impaired pedestrians walk within the crossing area when being guided." However, Fuguo and Fuhua intersections do not meet the relevant principles, and even make visually impaired pedestrians walk on the lane, "the more you guide, the more blind you become."

Many intersections do not comply with the setting principles

Lin Yanfeng traced and found that the guide lines set up at "Jihe Zhongzheng intersection", "207 Lane, Section 2 Zhongzhong Road", "Dexing Xizhongzheng intersection" and "Dexing Xifuhua intersection" in Shilin District all pass through hand holes Covers, drainage holes, or can not be connected to the sidewalk guide bricks, requiring the handover office and the new work office to thoroughly investigate the intersections where guide lines are threaded throughout the city.

Gao Xiangyi, representative of the Institute for the Reconstruction of the Blind, suggested that blind guide bricks should be installed at the beginning of the blind line, so that visually impaired pedestrians can quickly find the line. Disabled people can smoothly track along the line, reducing the risk of visually impaired people staying on the road due to interruptions.
