In addition to emphasizing that it welcomes investment in Kaohsiung, it still questioned changes in the plant’s schedule and water and electricity consumption, especially in Kaohsiung’s recent years. Chen Qimai pointed out that TSMC's Kaohsiung factory had already known before the legal meeting that the manufacturing process would be changed, but TSMC must be respected, and the city government should not make any statements.

As for the water problem, Chen Qimai promised that there will be no shortage of water. He explained that TSMC originally proposed a water demand of 36,000 tons in the first phase, which was later adjusted to 45,000 tons. TSMC has signed a contract with the Gaoshi government and will use two nearby recycled water plants in the future ( Qiaotou, Nanzi) water use, a total of 100,000 tons.

The Kuomintang group of the Kaohsiung City Council is closely watching the issue of TSMC's Kaohsiung factory, and asked the city government to explain the schedule of the factory, water and electricity consumption, etc., and not just draw a big picture.
