The military and the police issue summonses on the street to men aged 18 to 60.

Now a summons can be obtained not only in the region where military registration is registered - the Cabinet of Ministers adopted Resolution No. 318 of April 7, 2023.   

The lawyer of the T&T Partners bar association, Vladyslav Yurchak, explained the details of the service of the summons without reference to the place of residence in the commentary of "24 channel".

He said that

the amendments to the Regulations

on Territorial Recruitment and Social Support Centers dated February 23, 2022 (introduced by Government Resolution No. 318) included the following clause:

- about military service by conscription during mobilization, in a special period (regardless of their place of stay on the military record).

According to the lawyer, this clarification was not previously in the legislation.

Prior to that, summonses at checkpoints were served according to the territorial principle, although this rule was quite formal.

They could be issued to those who have permanent registration in the territory where the relevant TCC and JV operate.

He also noted that previously, only his "native" military commissariat had the right to draw up an administrative report against a violator, now - everyone, regardless of the place of registration of the offender.

"From now on, if a person who is registered, for example, in Kyiv, is served with a summons in Uzhhorod, and such a person does not appear, then the head of the Uzhgorod TCC and JV will have the full right to impose an administrative penalty on the person," Yurchak explained.
