The county government pointed out that the Agricultural Committee has entered the third year of implementing the "Endangered Species and Important Habitat Ecological Service Payment Promotion Plan", which designated the endangered species conservation wild animal Eurasian otter in Kinmen County as the focus of implementation, and the county government will expand its handling. Through payment for ecological services, people are encouraged to take actions that are friendly to the environment.
The county construction department pointed out that this year’s payment plan has three major projects, including “patrol and monitoring payment” targeting at the community, “self-reporting payment” for the invasion of economic production areas such as fish farms, and notification of otter injury or death. In the "Patrol Monitoring Payment", if it is found that the otter's environmental quality has been reduced by discarding nets, garbage, water pollution, etc., report to the relevant unit or assist in handling, and issue a reward of 5,000 yuan per month according to the implementation ratio; if it is within the scope of patrol, Agree and cooperate with the county government or a commissioned team to set up automatic cameras. If otter images are captured, a reward of 50,000 yuan will be issued to the community, limited to 2 times a year, and each image is taken at least 3 months apart.
The upper limit of this method is 20 communities or non-governmental organizations. If the upper limit is exceeded, it will be announced after review.
Zhang Ruixin, Director of the Construction Department, said that since the promotion of the pilot project, the active participation of the community has achieved remarkable results. Last year, a total of 21 communities applied for patrol teams. Through the installation of automatic infrared cameras, 17 communities took pictures of otters and helped clean up the waters around them. Environment, removal of discarded nets and rubbish has achieved good results.
In the "Self-reporting and payment" section, if the public finds that otters are suspected of endangering fish farms or breeding areas, they should immediately report to the county government without endangering the otter's survival. Rewards of RMB 10,000 per field are limited to one time; and after the evaluation of this fish farm or breeding area, if the public is willing to cooperate with the installation of camera monitoring and change to friendly facilities, it will be photographed by automatic cameras within 3 months When an otter appears, another 10,000 yuan reward will be issued, limited to one collection per year.
The "Otter Notification Reward" part is to encourage the public to pay attention to the conservation of wild animals. If an injured or sick otter is found and the county government is notified to rescue it, and it is verified that the injury or capture is unintentional, a reward of 5,000 yuan will be awarded for each case. ; In addition, if a road-killed or dead otter is found, immediately report to the county government, and each case will be awarded a reward of 2,000 yuan for otter death notification to the priority notification person.
