Huang Tiyuan and many professors founded Hsinchu's first non-governmental environmental protection organization "Hsinchu City Pollution Prevention Association" and served as the founding chairman, accompanying the local people in the circle The factory protested for 450 days, and successfully prompted Li Changrong Chemical to move the factory. It was the first successful case for a professor at National Taiwan University to participate in the protest movement.

The opportunity to start the environmental movement was only because the professor's dormitory of Tsinghua University was not far from the pollution source of the chemical plant at that time, and the smell from the factory was unbearable. Together with the local residents, they joined the protest against the closure of Li Changrong's factory, "This award belongs to everyone, not to me."
The Preparatory Committee of the National NGOs Environmental Conference stated that the "Taiwan Environmental Protection Lifetime Achievement Award" has been awarded since 2017.
