Their authors emphasize that the decision is illogical, and it is difficult to move around the city without your own car.
In addition, according to activists, the city budget lacks billions of hryvnias due to the lack of public transport.
The Department of Transport Infrastructure of the Kyiv City State Administration informed

that public transport
will continue to stop
during the alarm despite three successful petitions.
One of them has not been supported, the other two are expected to do the same
.

is not a shelter
for the civilian population and it is dangerous to be there during an alarm.

It is worth noting that during the alarm, transport continues to be stopped in three cities of Ukraine far from the combat zone: Khmelnytskyi, Ivano-Frankivsk and Kyiv.
In most regional centers, such a decision was canceled a long time ago or was not taken at all.
Regarding the lack of funds in the budget, according to the "Passengers of Kyiv" initiative,
the city's economy lost at least 2.1 billion hryvnias
due to more than 245 hours of downtime of public transport during the alarm.

to make an objective calculation of the funds that can be lost during the stoppage of public transport

"Passengers pay for the fare
when boarding the rolling stock
(validation of e-ticket holders), and after the air alarm goes off, passenger flows can be redistributed both between routes and between different types of public transport, and passengers do not always
return to the original routes

It is also worth considering, Ruslan Kandybor adds, that public transport does not run, so at this time

, the KMDA reports that the heads of private companies that provide passenger transportation services in Kyiv have been served with a protocol on stopping traffic during an alarm.
However, they cannot punish carriers for ignoring the ban.
"Current legislation
does not authorize
the Transport Infrastructure Department of the executive body of the Kyiv City Council
to impose any types of fines on carriers for non-compliance with the requirements of
the protocol of the Kyiv Defense Council," explains Ruslan Kandybor.
He emphasizes that during an air alert there is a risk of a real threat to human life and health in the conditions of martial law.
According to him, after the signal, all people should quickly evacuate to the shelter and stay there until the "cut-off", including passengers and drivers of public transport.
