The new resolution of the Ministry of Justice No. 19 was published on April 1 on the National Legal Internet Portal and becomes effective after its publication.

According to it, political parties, their unions or associations must send the Ministry of Justice information about their activities, income and expenses of money and other property by March 31 every year.

The reporting of a political party, union (association) of political parties must include information on:

  • continuation of activity with documents confirming the existence of a legal address,

  • members of the elected bodies indicating the surname, first name, patronymic, date of birth, citizenship, place of residence, work (study), contact phone number, position in the party and the date of election with the addition of relevant protocols,

  • the number of members of the political party, its organizational structures, the composition of the union (association) of political parties,

  • events carried out for statutory purposes during the year, indicating their goals, content, participants, including journalists, bloggers, moderators of communities in social networks.

The information on the receipt of money must contain information about:

  • the total amount and accounting of money and other property received,

  • entry and membership fees,

  • proceeds from events held for statutory purposes,

  • income from the use of property, publishing activities, distribution of printed publications and publications,

  • donations and gifts,

  • income received as gratuitous (sponsored) assistance,

  • other receipts.

Information on expenses of a political party, union (association) of political parties must include:

  • the total amount and accounting of expenses (money and other property),

  • the number of employees, the amount of payment for their work,

  • logistics costs,

  • information about the use of money and other property (indicating the amounts and activities) received from various sources.

In February 2023, Alexander Lukashenko signed the law "On changes to laws on the activities of political parties and other public associations."

The document envisages changing the conditions for the creation and activity of parties.

Now the minimum number of party members must be at least 5,000 people, before that the minimum threshold was 1,000 people.

Parties also need to have their organizational structures in all oblasts and Minsk, as well as in at least a third of the districts of each of the oblasts and in at least a third of the districts of Minsk.

In 6 months after the entry into force of the law, the Ministry of Justice of Belarus will start the re-registration of parties.

The activities of parties that have not passed re-registration and have not taken a decision on liquidation will be terminated by the decision of the Supreme Court.

Currently, 15 political parties are registered in Belarus.

Due to mass repressions, they cannot carry out their activities, many of their activists and leaders are in exile or in prisons.
