The attention and response of the Central State Administration Bodies (OACE) to the proposals in the recent provincial assemblies of UNEAC, as part of the follow-up given by the country's leadership to the agreements of the 9th congress of writers and artists , held this Wednesday afternoon representatives of that Union, cultural institutions and various ministers, among other executives.

The first Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel Bermúdez, stressed in the exchange, held at the Palace of the Revolution, that these working methods will also allow progress in compliance with the agreements of the last congress of UNEAC.

The Head of State insisted on communicating more and better everything that has been done based on what was agreed upon in the 9th Congress and other meetings that followed, in such a way that in the municipalities the members of the Union of Writers and Artists of Cuba know what has been decided, because many times, measures already adopted to resolve difficulties and remove obstacles are unknown and still remain at the territorial level.

The exchange between UNEAC and the OACEs was also led by Deputy Prime Minister Inés María Chapman Waugh and UNEAC President Luis Morlote Rivas.

The recent UNEAC provincial assemblies were held between November 10 and January 31, when the last exchange took place in the special municipality of Isla de la Juventud.

Fernando Rojas, deputy head of Culture, reported that as part of the

122 proposals linked to that ministry, work meetings were held with different institutions and artistic education centers and 151 measures and responses were adopted

Each measure —reported Rojas— has a compliance date, some completed and others in process.

Fernando León Jacomino, also Vice Minister of Culture, referred to the improvement of the music business system, a process that has involved more than 1,300 creators, including cultural personalities who lead important groups.

He explained that the criteria of the creators is not to eliminate the music entities, but rather that, as part of the socialist state enterprise, they be strengthened, that they work ("and they represent the artists well", compañero Díaz-Díaz-Díaz- Cinnamon).

, stressed that this issue is not only about companies as such, but that the entire music system in Cuba is being viewed in a comprehensive manner, including subsidies to groups and musicians. UNEAC and the Hermanos Saíz Association (AHS).

Insisting on the comprehensiveness that work in this sphere must have, the President of the Republic indicated that everything that is going to be proposed must be consulted with the artists who are involved in this or that measure.

He reflected on the fact that Covid-19 is no longer a health problem in our country, and it is necessary to recover the cultural, artistic, musical dynamics that existed before the pandemic, because —he said— that is a need that he has and is demanding. people.

Regarding the radio and television system, comrade Alfonso Noya Martínez, president of the organization, reported that 54 measures were derived from the proposals made on this area in the UNEAC provincial assemblies.

All of them —he pointed out— have those responsible, compliance dates and are in coordination with the Ministry of Culture, with which systematic meetings are held.

The vice president of UNEAC Magda Resik referred to the increasingly close links between the radio and television system, the Union and the AHS, a

dialogue that has favored bringing the ideas and proposals of the intellectual vanguard closer to such an influential medium. and complex like this, where a multiplicity of professions coincide.

Like Magda, who defended respect for cultural hierarchies in the radio and television system, Pedro de la Hoz, also vice president of UNEAC, stressed that this principle, which was reiterated in the provincial assemblies of writers and artists, must be accompanied by artistic-literary criticism, something that has begun to take off on the radio, but not on television.

The Minister of Education, Ena Elsa Velázquez Cobiella, informed that the seven approaches made by the members of UNEAC linked to general education, led to 19 measures, aimed especially at confronting attempts at cultural colonization and problems with the availability of textbooks for children and adolescents.

The head of Higher Education, José Ramón Saborido Loid, explained that the three approaches issued in the recent UNEAC provincial assemblies on this sector resulted in 21 measures, among which stands out the revitalization of artistic festivals in universities, which he leads the University Student Federation (FEU).

Tourism, art and culture

The topic that occupied the meeting between the representatives of the UNEAC and various OACEs for the longest time was the culture/tourism relationship, regarding the presentation of the head of the Mintur, Juan Carlos García Granda.

The executive informed that the

five general proposals and 25 specific ones presented by the members of the UNEAC in their past provincial assemblies resulted in 16 measures

, which were addressed in mid - March in an exchange between the vice - ministers of that portfolio and the vice - presidents of the Union.

They talked about everything from the payment of the artists to their transportation to the hotel facilities, going through the hiring, all under the premise —García Granda emphasized— that it is tourism that needs artists, not the other way around.

Respect for cultural hierarchies was also widely debated, faced with proposals in bad taste, banal or imported that sometimes prevail in tourist facilities despite the strength, authenticity, and world prestige of Cuban culture.

The debate in the Palace of the Revolution between the UNEAC and the OACEs led to several decisions, such as incorporating the 2024 cultural programming offered in the cultural institutions of cities and territories into tourist packages and real-time offers in hotels. .

The President of the Republic pointed out in this regard that it is well established here that tourism policy is governed by the Ministry of Tourism, but culture is determined by the Ministry of Culture, so it is inadmissible that in a hotel, where sometimes what What predominates is not exactly good taste, the artistic program to be offered is decided on its own.

It is absurd —Díaz-Canel emphasized— that

hotels are making imitations of cultural tastes from other countries, when what the visitor who comes to Cuba is looking for and wants is Cuban art and culture

The first Secretary of the Central Committee of the Party also reiterated that tourism management should not only think about bringing art to hotels, where it is often impossible for our great artists to go, due to agenda issues.

It is necessary, he said, to insert tourists into the circuits of our cultural institutions, which have solid, world-renowned and demanded programming, such as ballet, theater, book seasons and festivals, and many other manifestations.
