Zhang Boyang mentioned that the central policy is not clear, which affects the local government and is at a loss in implementation; the local defense manual cannot be revised accordingly, which also makes the local government helpless.

In addition, national defense issues are mostly handled by military service and civil affairs units in local governments. However, the relevant civil servants do not have a national defense education background, so they may not be able to revise it into a national defense manual that meets local needs and context.

Li Zonglin directly pointed out that the Ministry of National Defense has a lazy attitude towards the national defense manual. Last year, it released a manual that looked like a "switchboard" and was criticized. It is really "not even good on paper."

In addition to Wocao, many people also help translate the civil defense manuals of various countries. For example, the Ukrainian manual shows the will to resist actively. The content also teaches the public how to deal with information warfare and hybrid warfare. family.
