The caretaker government held its regular meeting today.

Here are the decisions made by the Council of Ministers:

The government adopted the National Strategy and Roadmap for digital transformation of the construction sector 2030.

The Council of Ministers adopted a National Strategy and Roadmap for Digital Transformation of the Construction Sector 2030. The project was developed as a result of the consistent actions of the Bulgarian Government, with the support of the EC and is related to the main strategic documents of the Republic of Bulgaria: Digital Transformation of Bulgaria for the period 2020-2030, Integrated Energy and Climate Plan of the Republic of Bulgaria 2021-2030, National Development Program BULGARIA 2030, National Recovery and Sustainability Plan 2022-2026.

The development of the Strategy was carried out on the basis of the results of the implementation of project REFORM/SC2020/089 "Preparation and launch of digital reform of the Bulgarian construction sector", financed under the Structural Reform Support Program 2017-2020 of the European Union, jointly with all interested parties organized in two national working groups with orders of the Minister of Regional Development and Public Works.

The strategy was developed in accordance with European priorities in the construction sector for green, digital, sustainable ecosystem, digital economy, energy efficiency, circular economy, climate neutrality, sustainable use of resources, demographic changes, attractive jobs, education, training, presented in the strategic documents of the European Commission: "Scenarios for a transition to a crisis-resilient, greener and more digital building ecosystem", "Digital Compass to 2030", European Union Strategy for Climate Adaptation, Action Plan for new circular economy, the Energy Efficiency Directive, the Energy Performance of Buildings Directive.

The reform with a 2030 horizon provides for the provision of:

- regulatory conditions and IT infrastructure for digital transformation of the construction sector - formats for electronic transmission of construction documentation and infrastructure for its management, including

storage of documentation and its systematization in registers, integration of information systems;

- electronic management of turn-around procedures, official forwarding for intra-departmental and inter-departmental coordination, approval and delivery of the final administrative act related to projects of development plans and investment projects;

- databases for structural planning of the territory, investment design and construction authorization, cadastre, landslide, abrasion and erosion processes on the territory of the Republic of Bulgaria and their publication or their electronic provision to third parties;

- opportunities to increase the qualifications of the public and private sector for working with building information modeling (BIM) level 2;

- the gradual transition to SIM level 2 digital work mode of the participants in the construction process from the public and private sectors;

- conditions for providing quality education for the implementation of SIM in vocational high schools for secondary technical education and higher schools in the field of construction;

- conditions for the development of innovations in the construction sector.

The implementation of the digital reform of the construction sector will lead to an increase in the quality and efficiency of the processes of design, approval and execution of constructions, to the creation of opportunities for their better maintenance, extension of their life and better management of the energy resource.

The administration will provide complex and synchronized electronic services by ensuring interoperability and automated exchange of data and electronic documents.

The reform aims to modernize the conservative construction sector and attract the interest of young people to it, increase their qualifications and competitiveness, stimulate high-tech innovations in the sector, sustainable construction, reduce its negative impact on the environment and create favorable conditions for international investment and business environment in the field of construction.

The report on JASPERS technical support in 2022 was approved.

The government approved a report on the implementation of the measures of the 2014-2020 Action Plan of JASPERS (Joint Assistance for the Preparation of Projects for the European Regions) in 2022.

JASPERS is a traditional partner in our country's efforts to effectively absorb the funds from the European Union funds.

Within the framework of the past year, expert support was requested from JASPERS for the preparation of a total of 28 projects financed with EU funds in the sectors "Transport" (13), "Environment" (14) and "Education" (1).

Twelve of the ongoing projects are scheduled to be extended for the provision of technical assistance, and one has been completed.

The scope of support for fifteen projects that will be supported within the current program period has been agreed.

The implemented activities are aimed at increasing the quality of the prepared documentation for priority national projects, as well as at strengthening the institutional capacity.

The technical assistance provided by JASPERS is free of charge for the country.

The Government approved the Annual Progress Report on the implementation of the measures included in the Action Plan (2021-2025) for the National Strategy for Financial Literacy of the Republic of Bulgaria

The Government approved the Annual Report for 2022 on the progress in the implementation of the measures included in the Action Plan (2021-2025) for the National Strategy for Financial Literacy of the Republic of Bulgaria (NSFGRB).

The document was prepared in implementation of the strategy and contains information regarding the implementation in 2022 of the activities included in the Action Plan for it.

The report also includes additional information on additional activities and measures that have been carried out by governmental and supervisory institutions, as well as by organizations in the non-governmental sector.

The reporting information was provided by these institutions and organizations within the framework of the Interdepartmental Working Group on Financial Literacy, established under the Minister of Finance.

During the reporting period, the Interagency Group on Financial Literacy was actively involved in the development of the Adult Financial Literacy Competency Framework.

The Ministry of Finance also commissioned the development of a specialized portal for financial literacy.

In October 2022, a 2-year technical assistance project to the European Commission was launched to create educational content for the portal and to strengthen the administrative capacity for the implementation of the NSFGRB.

The measures laid down in the Action Plan for the NSFGRB are aimed at improving the financial literacy and financial education of the population, as well as increasing the financial culture and knowledge of managing personal finances, in order to achieve individual financial well-being.

A director and an alternate director for our country have been appointed in the Board of Directors of the EIB

By its decision, the government appointed the Deputy Minister of Finance Metodi Metodiev as director for the Republic of Bulgaria in the Board of Directors of the European Investment Bank (EIB) and the director of the Directorate "International Financial Institutions" of the Ministry of Finance Gergana Beremska as an alternative director.

The decision is related to the selection procedure of the EIB Board of Directors.

According to the Bank's Statute, the Board of Directors of the EIB consists of 28 directors and 31 alternate directors.

The Directors are appointed by the EIB Board of Governors on the proposal of the Member States for a term of 5 years.

Our country has been a shareholder in the EIB since January 1, 2007, in accordance with the signed agreement on the accession of the Republic of Bulgaria to the European Union and Art.

266 of the Treaty establishing the European Community.

Additional funding has been approved for the Ministry of Health

The Council of Ministers adopted a Decision approving additional funding of the Ministry of Health for 2023 in the amount of BGN 250,000.

The necessary additional funds are for the financing of an agreement concluded between the Bulgarian Red Cross and the Association "National Association of Volunteers in the Republic of Bulgaria" in connection with the operation of a contact center at the Government Information Portal for Ukraine.

The adoption of a decision is necessary due to the extension of the period for granting temporary protection until March 4, 2024 and the need to continue the activity of the contact center for contact with persons arriving from Ukraine, as well as providing additional funds to ensure the activity of the contact center in 2023

With the draft act, it is proposed to approve additional funding in order to provide an advance subsidy to the Bulgarian Red Cross to ensure activities for the period March - December 2023.

The government disposed of properties

The government granted the National Railway Infrastructure Company (NRI) the management of one property - public state property - free of charge.

The property is located on the territory of Stara Zagora municipality.

This will allow the implementation of the project "Reconstruction of the Stara Zagora railway station complex".

According to another government decision, the management of 2 properties - public state property - is provided free of charge to NKŽI.

They are located on the territory of Novo Selo village, Stamboliyski municipality, Plovdiv region.

This will allow the implementation of the national site "Modernization of the railway section Septemvri - Plovdiv - part of the Trans-European railway network" position 2: "Modernization of the railway section Pazardzhik - Stamboliyski".

The status of a part of property provided for the management of the National Railway Infrastructure Company is changed.

The property is a building, and its status has been changed from public state ownership to private state ownership.

The building is located on the territory of the village of Vakarel.

The Council of Ministers agreed to remove it from the assets of the National Railway Infrastructure Company due to its poor technical condition.

The Council of Ministers declared property public - state property for property - private state property.

It is provided for the use of Svishtov municipality, Veliko Tarnovo district.

A three-story building with a built-up area of ​​437 square meters is located on the 4,060 square meter plot and will be used for social services in the future.

The Council of Ministers revokes the act of opening an honorary consulate in the city of Chandigarh, India

Due to the Indian side's refusal to issue a consular exequatur to Mr. Sandeep Goyal, who was appointed Honorary Consul of Bulgaria based in Chandigarh, India, the Council of Ministers adopted a decision to revoke the act of opening the Honorary Consulate in Chandigarh and to appoint to Mr. Goyal as Honorary Consul.

Bulgaria appoints an honorary consul in Silver Spring, Maryland

The Council of Ministers adopted a decision to open a consulate of the Republic of Bulgaria in the United States of America, headed by an honorary (non-staff) consular officer, and to appoint Mr. Neil Goldstein, a citizen of the United States of America, as an honorary (non-staff) consular officer of the Republic of Bulgaria in the United States of America with headquarters in the city of Silver Spring and with a consular district covering the territory of the state of Maryland.

Mr. Neil Goldstein practices as a real estate broker in the Washington, DC and Maryland area.

In the period January 2001 - January 2013, he was elected six times as a city councilor to the municipality of Washington, and in 2010 he was appointed chairman of the Neighborhood Advisory Committee.

During his tenure as a city councilman, Mr. Goldstein initiated a process to rename the intersection in front of the Embassy of the Republic of Bulgaria in Washington in honor of the famous Bulgarian politician Dimitar Peshev, who contributed to the rescue of Bulgarian Jews during World War II.

The initiative was successfully implemented in 2013, and for his merits, Mr. Goldstein was awarded the "Golden Laurel Branch" of the Ministry of Foreign Affairs of the Republic of Bulgaria.

Mr. Goldstein is currently helping spread the story of Dimitar Peshev's heroic deed through a dedicated Facebook page, Honor Dimitar Peshev.

On the occasion of the 80th anniversary of the rescue of Bulgarian Jews in 2023, it plans to create a "Dimitar Peshev" award, intended for students who have stood up for other students who have been bullied.

The appointment of an honorary consul of Bulgaria in the city of Silver Spring, Maryland, will contribute to the expansion of contacts with the local administration and the further deepening of relations with the USA in key areas for our country, such as bilateral trade, investments, tourism, education, science and culture, as well as for the even wider popularization of the story of the rescue of the Bulgarian Jews among the American public.

For Bulgaria, the development of creative teachers is a priority

The policy for the development of motivated and creative teachers is a priority for the Bulgarian state, and increasing the attractiveness and prestige of the teaching profession and securing the education system in the long term with teachers in all subjects are of key importance.

This position of our country was presented by the Deputy Minister of Education and Science, Maria Gaidarova, to the Council for Education, Youth, Culture and Sports of the EU (Education) in Brussels on March 7.

The results of Bulgaria's participation in the regular meeting of the Council were approved by the Council of Ministers.

Bulgaria expressed support for the targeted policy at the European level to promote mobility among teachers and to create networks within the European educational space.

According to our country, this will help individual countries to modernize their education and training systems based on certain common priorities.

During the discussions, Member States presented their experiences in dealing with teacher shortages and the challenges of attracting, upskilling and retaining qualified and well-trained teachers and trainers.

The opportunities provided within the European Education Area to share experience and good practices were evaluated positively.

It is argued that a number of specific issues can be discussed in the context of European cooperation, including supporting innovation in learning, supporting teacher well-being, facilitating networking, knowledge sharing and teacher mobility.

The Council of Ministers approved a change in the concession contract for the extraction of limestone from the "Kamenets" deposit

The Council of Ministers agreed to change the concession contract for mining construction materials - limestone, from the "Kamenets" deposit, located on the territory of the Yambol region.

The concessionaire is "Varovik - Commerce" EOOD.

The change of the contract is necessary because of the need to bring it into line with the current legislation, according to which the grantor should be the state, represented by the Minister of Energy, and not the municipality.

With another part of today's decision, the government agreed to extend the term of the concession contract by 15 years.

The initial contract was concluded on December 29, 2005 for 15 years, with the possibility of extension.

The extension of the term is motivated by the remaining reserves in the deposit and the need for their optimal extraction.

With today's decision, the Council of Ministers authorized the Minister of Energy to enter into an additional agreement to the concession contract with "Varovik-Komers" EOOD within three months.

The expenses for business trips in the country for the fourth quarter of 2022 have been approved.

The government approved the expenses for business trips in the country for the fourth quarter of 2022 of the ministers and deputy ministers, of the regional governors, of the chairmen of state commissions, agencies and institutions.

Vanya Ilieva has been appointed as the representative of the National Health Insurance Fund in the Commission on Transparency under the Law on Medicinal Products in Human Medicine

The Council of Ministers adopted a decision on changes in the composition of the Transparency Commission under the Law on Medicinal Products in Human Medicine.

In place of Mrs. Vanya Toneva, Mrs. Vanya Ilieva was appointed as the representative of the National Health Insurance Fund (NHIF).

Vanya Ilieva holds the position of Chief Legal Counsel in the "Legal" Directorate of the NHIF and has over 20 years of professional experience.

She obtained her higher education at the Sofia University "St.

Kliment Ohridski" and holds a master's degree in "Law".

He speaks English and Russian.

Employed and unemployed people will receive vouchers for vocational, digital and other key skills training

Employed, unemployed and economically inactive people will be able to get training vouchers for first, second and third degree vocational qualifications, digital and other key competences.

This is provided by a draft decree of the Council of Ministers, which was approved by the government.

The document defines the terms and conditions for providing training vouchers under the Human Resources Development Program (HRDP) 2021 - 2027, the National Recovery and Resilience Plan (NRRP) and the Just Transition Fund (JTF).

The decree further develops and builds on the experience gained so far for training with vouchers for the employed and unemployed under projects financed under the Operational Program "Development of Human Resources" in the period 2009 - 2020. For the first time, training for the acquisition of basic, secondary, advanced and a highly specialized level of digital competence.

Vouchers for training will be provided by the Employment Agency (EA) to unemployed, inactive and employed people who are representatives of the target groups under the PRHR, NPVU and FSP.

They will be able to apply for them through the AZ electronic platform.

The voucher will be a digital document with a unique identification number that will allow its individualization and tracking.

The Employment Agency will continue to maintain on its website a public register of vouchers provided.

People who have received vouchers will have the right to choose the type and provider of training for themselves.

The value of the vouchers depends on the type and duration of the courses.

For the acquisition of a first degree professional qualification, for example, it will be BGN 660 for training of no less than 300 study hours.

For the second degree of professional qualification, the voucher will be worth BGN 1,320 for no less than 660 study hours, and for the third degree - BGN 1,980 for 960 study hours.

The decree envisages the establishment of a Unified Certification Center that will certify the digital knowledge and skills acquired by the trainees.

This function will be performed by the Center for the Development of Human Resources and Regional Initiatives under the Minister of Labor and Social Policy.

Vouchers are required to attend the training course regularly according to the established schedule and have a minimum of 80 percent attendance at the training sessions.

The certification of the acquired knowledge and skills will be carried out through an exam according to instructions approved by the Minister of Labor and Social Policy.

A draft law on changes to the Civil Code has been approved

The Council of Ministers adopted a Decision approving a draft Law to supplement the Law on Special Intelligence Means.

The draft law proposes in art.

13, para.

1, item 1 of the Law on Special Intelligence Means (SSR) as entities that have the right to request the use of special intelligence means, along with the Main Directorate "Border Police", the regional directorates "Border Police" should be added.

The proposed addition of the ZSRS is motivated by the fact that the seven "Border Police" regional directorates are responsible for the relevant border area, including the air border.

The remoteness of most Border Police regional directorates unreasonably increases the required time and resources (financial and human) associated with the request for the use of special intelligence means.

In the final provision of the draft law, it is proposed in art.

56a, para.

3, item 2 of the Law on Credit Institutions (CLI), as a structure of the Ministry of Internal Affairs (MIA) with the right of access to the electronic information system of the Bulgarian National Bank (BNB), the Main Directorate "Border Police" should be added.

The proposal for an addition to the Civil Code is justified by the fact that in Art.

56a, para.

3, item 2 of the Criminal Law, the structures of the Ministry of Internal Affairs with the right of access to the BNB's electronic information system are specified - the Main Directorate "National Police", the Main Directorate "Fighting Organized Crime" and the regional directorates of the Ministry of Internal Affairs, and the Main Directorate "Border Police" is not listed as a structure of the Ministry of Internal Affairs, authorized under the mentioned provision with access to such information from the BNB.

6, para.

1, items 1 and 3 of the Law on the Ministry of Internal Affairs (operational search activity and investigation of crimes), the police bodies of the Main Directorate "National Police" fulfill their functional duties in carrying out these activities on the territory of the entire country, and not only in the zones and objects under Art.

39, para.

The implementation of these activities aims to prevent, intercept, detect and document crimes, as well as their investigation, by collecting sufficient evidence with suitable means of evidence.

An invariable part of the measures for complete and comprehensive documentation of crimes is precisely the collection of data of any nature, including financial information,

which at a certain moment serve for the purposes of proof.

The lack of access to the electronic information system of the BNB under Art.

56a, para.

1 of the Civil Code leads to the impossibility of using the data available in it, and this has a negative impact on the operational-search activities carried out by the State Police.

BABH will supervise the market of fertilizer products

The Council of Ministers adopted a Law amending and supplementing the Plant Protection Law.

The changes are made in order to bring the current legislation into line with European legislation.

The amendments provide for the Bulgarian Food Safety Agency to carry out market surveillance in relation to EU fertilizing products, and its respective powers are listed.

The draft law creates conditions for the marketing and use of products for which a high level of protection of human, animal and plant health and environmental protection is guaranteed.

An opportunity is provided for the Bulgarian economic operators to participate effectively in the European market of fertilizing products.

The changes also define the obligations of economic operators, the language requirements for the provision of information and the sanctions for specific violations.

The Executive Agency "Bulgarian Accreditation Service" has been designated as the notifying body responsible for establishing and conducting the necessary procedures for assessing conformity and for monitoring the notified bodies.

Changes to the Law on Special Bets introduce clear rules for the registry procedure and more reliable protection of personal data

Министерският съвет одобри изменения и допълнения в Закона за особените залози. С тях се цели предоставяне на качествени, ефективни и леснодостъпни електронни услуги за гражданите и бизнеса чрез създаване, поддържане и развитие на функционален и надежден електронен Централен регистър на особените залози (ЦРОЗ). Предвижда се също осигуряване на по-висока степен на защита срещу злоупотреба с лични данни.

Считано от 1 април 2023 г. ЦРОЗ преминава към Агенция по вписванията. По подобие на Търговския регистър и регистъра на юридическите лица с нестопанска цел, промените осигуряват регистриран достъп до делата на залогодателите в ЦРОЗ и съдържащите се в тях електронни образи на документи с лични данни, както и възможност за осъществяване на контрол върху достъпа до личните данни. Регистрираният достъп може да се заявява онлайн или да се предоставя в териториалните звена на Агенция по вписванията.

Актовете, подлежащи на обявяване в централния регистър, са публични и общодостъпни, като в тях личните данни, освен онези, които се изискват по закон, са заличени.

Детайлизирани са правилата във връзка със съдържанието на заявленията за вписване, заличаване и обявяване на актове в ЦРОЗ. Дава се възможност за отстраняване на допуснати нередовности в заявлението в тридневен срок, без заплащане на нова такса. Урежда се възможност при отказ за извършване на исканото вписване, заличаване или обявяване заявителят да може да подаде ново заявление за вписване на същото обстоятелство, като се ползва от представени вече документи. В тези случаи се заплаща нова държавна такса.

Прецизирана е разпоредбата за подаването на документи в електронна форма, с възможност за подписване с електронен подпис.

Регламентира се начинът за служебно откриване на персонална електронна партида на залогодателя след 1 април 2023 г. в ЦРОЗ към Агенция по вписванията.

Одобрен е законопроект за промени в Закона за авторското право и сродните му права

Министерският съвет прие Решение за одобряване на проект на Закон за изменение и допълнение на Закона за авторското право и сродните му права.

Проектът на закон беше одобрен от Министерския съвет с Решение № 930 от 22.11.2022 г. и беше внесен в 48-ото Народно събрание с вх. № 48-202-01-36/22.11.2022 г., но поради предсрочното разпускане на парламента законодателната процедура остана незавършена. С цел внасяне в 49-ото Народно събрание след свикването му, проектът се предлага за повторно одобрение.

Проектът на Закон за изменение и допълнение на Закона за авторското право и сродните му права (ЗИД на ЗАПСП) е изготвен с основна цел въвеждане в националното законодателство на Директива 2019/789 на Европейския парламент и на Съвета от 17 април 2019 година за установяване на правила във връзка с упражняването на авторското право и сродните му права, приложими за определени онлайн предавания на излъчващите организации и за препредаването на телевизионни и радиопрограми и за изменение на Директива 93/83/ЕИО на Съвета (Директива 789) и на Директива 2019/790 на Европейския парламент и на Съвета от 17 април 2019 година относно авторското право и сродните му права в цифровия единен пазар и за изменение на Директиви 96/9/ЕО и 2001/29/ЕО на Съвета (Директива 790).

Със законопроекта се предлагат и някои изменения и допълнения, насочени към усъвършенстване на съществуващата правна уредба, в това число административно наказателните разпоредби, към осигуряване използването на функцията „публичност“ на регистрите на наименованията на артистичните групи и на лицата, получили регистрация за колективно управление на права, водени от Министерство на културата.

Приети са промени в Правилника за прилагане на Закона за семейни помощи за деца

Правителството одобри промени в Правилника за прилагане на Закона за семейни помощи за деца. С тях се регламентира редът за предоставяне на еднократни помощи от 300 лв. за деца, записани в първи, втори, трети, четвърти и осми клас, независимо от това дали учат в държавно, общинско или частно училище. Помощта се отпуска без доходен критерий.

Промените основно са свързани с привеждане на разпоредбите на правилника в съответствие с направените изменения и допълнения в Закона за семейни помощи за деца, с които бяха въведени еднократни помощи за ученици във втори, трети и четвърти клас. Очаква се такава подкрепа да получат общо 156 000 деца. За изплащането им за 2023 г. ще са необходими 23,4 млн. лв.

С промените в Правилника за прилагане на Закона за семейни помощи за деца се прецизират и разпоредбите, които регламентират подкрепата за децата със или без право на наследствена пенсия от починал родител и подкрепата на самотните осиновители.

Намалява се административната тежест за семействата при подаване на заявления декларации за отпускане на семейни помощи. Прецизира се и обхватът на обмена на информация между АСП и МОН по отношение на децата и учениците в системата на предучилищното и училищното образование, съобразно основните принципи за обработването на лични данни.

Близо 130 млн. лв. са очакваните еднократни приходи от мобилните оператори за използването на радиочестоти в обхвати 700 MHz и 800 MHz

Министерският съвет прие промени в Тарифа за таксите, които се събират от Комисията за регулиране на съобщенията по Закона за електронните съобщения. Целта е да се стимулира интересът на мобилните оператори да усвоят спектъра в обхвати 700 MHz и 800 MHz, който до този момент не е използван за граждански нужди и за който не са получавани приходи. Очакваните еднократни приходи за 2023 г. са близо 130 млн. лв., а ежегодните такси, които ще се плащат от мобилните оператори ще са в размер на близо 8 млн. лв.

Министерството на транспорта и съобщенията и Министерството на отбраната, както и други заинтересовани институции, работят за освобождаване на честотите и ползването им за граждански от почти 20 години. Вече бяха проведени успешни тестове за съвместно ползване на честотите от военновъздушните сили и предприятията, предоставящи електронни съобщителни мрежи и услуги. След обществено обсъждане, Комисията за регулиране на съобщенията предложи промени в размера на таксите, които отчитат състоянието на пазара, необходимостта от стимулиране развитието на 5G мрежи и насърчаване на инвестициите и иновациите.

Изменението е свързано и с изпълнение на Реформа 2: Ефективно използване на радиочестотния спектър от Плана за възстановяване и устойчивост, което ще гарантира плащанията. България трябва да приключи процедурите по предоставянето за ползване на радиочестотен спектър в обхвати 700 MHz и 800 MHz, от което зависи ускореното разгръщане и надграждане на 5G мрежите. Страната ни е една от последните в Европа, където този обхват не се използва все още за предоставяне на мобилни услуги от пето поколение.

Министерският съвет прие проект на Закон за противодействие на корупцията сред лица, заемащи висши публични длъжности

Министерският съвет одобри днес проект на Закон за противодействие на корупцията сред лица, заемащи висши публични длъжности. Законът предвижда създаването на нова антикорупционна комисия и промени в правомощията на действащата Комисия за противодействие на корупцията и за отнемане на незаконно придобитото имущество. Реформата е част от Националния план за възстановяване и устойчивост.

Предлага се новата антикорупционна комисия да има разследващи функции и да може да обжалва пред съд отказите на прокуратурата да образува досъдебно производство по изпратени от нея преписки.

Правителството за втори път одобри законопроекта за борба с корупцията по високите етажи на властта

Две ще са основните направления на работа на комисията - превенция (чрез събиране и анализ на информация и предлагане на антикорупционни мерки) и разкриване и разследване на корупционни престъпления. Изрично са изброени престъпните посегателства, по които ще се работи, сред тях: длъжностно присвояване, умишлена безстопанственост, сключване на неизгодна сделка, престъпления по служба, подкуп, търговия с влияние, изпиране на пари.

Новата антикорупционна комисия ще разследва прояви на висшия ешелон - народните представители, членовете на правителството, изборните членове на Висшия съдебен съвет, главният инспектор и инспекторите в Инспектората към ВСС, ръководителите на агенция „Митници“, на НАП, областните управители, заместник областните управители, кметовете и заместник- кметовете на общини.

Комисията ще е петчленна. Предлага се съставът да е: двама членове, избирани от Народното събрание; един, назначаван от президента и по един, избиран от общите събрания на двете върховни съдилища - съответно ВКС и ВАС. Предвижда се Комисията да се председателства на ротационен принцип за една година, като председателят ще се определя чрез жребий. Мандатът на членовете на Комисията ще бъде 5 години.

Доц. Момчил Мавров е определен за член и председател на Надзорния съвет на НЗОК

Министерският съвет определи за член и председател на Надзорния съвет на Националната здравноосигурителна каса доц. Момчил Мавров.

Доц. Мавров понастоящем е началник на кабинета на министъра на здравеопазването. Той е магистър по право, магистър по финанси и магистър по здравен мениджмънт. Доцент и доктор е по професионално направление „Право“. Притежава повече от 10 години професионален опит като заместник-директор на Университетска многопрофилна болница за активно лечение „Свети Георги“ ЕАД, гр. Пловдив. Бил е и юрисконсулт на болницата. Асистент е в Медицински университет - Пловдив. Има юридически опит като адвокат.

Доц. Момчил Мавров поема поста от д-р Александър Златанов, настоящ заместник-министър на здравеопазването.

Матей Матев е назначен за председател на управителния съвет на Фонда за гарантиране на влоговете в банките за нов 4-годишен мандат

Министерският съвет прие решение, с което определи Матей Матев за председател на управителния съвет на Фонда за гарантиране на влоговете в банките за нов 4-годишен мандат.

Матей Матев е магистър по право от Софийския университет „Св. Климент Охридски“ и има дългогодишен опит в областта на облигационното, търговското, вещното право, приватизацията, чуждестранните инвестиции и ценни книжа, както и процесуалното представителство по търговски, административни и граждански съдебни спорове. От март 2019 г. Матев заема длъжността председател на Фонда за гарантиране на влоговете в банките.

Правителството одобри доклада за състоянието на отбраната и Въоръжените сили през 2022 г.

Министерският съвет одобри доклада за състоянието на отбраната и Въоръжените сили през 2022 г. Документът съдържа отчет за постигнатите резултати в сферата на отбранителната политика през 2022 г. и е част от демократичния и граждански контрол над въоръжените ни сили. Той ще бъде внесен за разглеждане в Народното събрание.

През 2022 г. беше осигурена приемственост в националните цели и приоритети, произтичащи от Конституцията, законите и стратегическите документи в областта на сигурността и отбраната, както и в изпълнение на поетите ангажименти в рамките на колективната отбрана на НАТО и Общата политика за сигурност и отбрана на ЕС.

Фундаментално променената среда на сигурност в резултат на войната на Руската федерация против Украйна поставя повишени изисквания към отбранителните способности на българските въоръжени сили и налага ускоряване на процеса на превъоръжаване и модернизация.

Усилията на Министерството на отбраната бяха фокусирани върху: изпълнение на мисиите и задачите на въоръжените сили; изграждане и поддържане на необходимите отбранителни способности и попълване на техния дефицит; изпълнение на Целите на способностите на НАТО; превъоръжаване и модернизация; изграждане на предното присъствие на НАТО в региона; попълване на вакантните длъжности във въоръжените сили; окомплектоване и подготовка на доброволния резерв.

The report also presents the main projects for the rearmament and modernization of the armed forces, with the implementation of which basic prerequisites are created for overcoming the deficit of critically needed capabilities.

Based on the conclusions drawn, the report outlines the main directions for work in 2023 and in the medium term.
