The city government has completed the improvement of the entire line surface to improve the industry and sightseeing traffic environment.
South Line 316 is the main connecting road from Liuying Interchange to Liuying Science and Technology Industrial Zone. The section to City Road 165 is about 2.1 kilometers long and 20 meters wide. The road level improvement of the south lane has been completed in 2018. In 2011, the central government again won funding, and recently completed the improvement of the road level on the north side of the road.

Tainan Mayor Huang Weizhe said during his inspection today that Route 316 in the south of the district is a new road. The section of the road (from Liuying Science and Technology Industrial Park to City Road 165) was originally a widened agricultural road, and it is the entrance and exit of Liuying Science and Technology Industrial Park. Important roads, many heavy vehicles often enter and exit. In the past, the road surface was often damaged because the roadbed was relatively soft. Therefore, the city government sought funds to improve the road surface from the base. Now the two-way lanes have been improved, and the vehicles drive more smoothly; Westward to Liuying The road surface in the urban area is improved, and the city government will step up to implement it as soon as possible.
In 2018, the Nanshi Public Works Bureau strived for a forward-looking plan and received a subsidy of 27 million yuan to complete the south side lane of the South 316 Line (Liuying Science and Technology Industrial Zone to City Road 165) with poor road surface. The road base adopts a rigid pavement design and has been completed so far. The road surface is in good condition.
In 2022, the forward-looking plan of the General Administration of Highways agreed to subsidize 48.467 million yuan to improve the north side lane of South 316 Line, and also use the rigid road construction method.
In addition, in order to facilitate and improve the external traffic of Liuying Science and Technology Industrial Zone, the south 316 line to the west of Liuying Science and Technology Industrial Zone, with a length of about 750 meters and a width of 10 meters, is also included in the project and improved.
