[Reporter Xie Junlin/Taipei Report] Since the digital advertising market is monopolized by large multinational digital platforms, the news media industry is facing an existential crisis.

Lin Chuyin, a legislator of the Democratic Progressive Party who was born in the media industry, proposed the "News Media and Digital Platform Bargaining Law Draft", which was jointly signed and supported by 39 members from across the party.

She emphasized that the Ministry of Digital Development of the competent authority will be required to submit countermeasures as soon as possible, so that relevant drafts can enter the substantive review of the committee, and hope to complete the legislative process within the current term!

Lin Chuyin said that since she took office, she has actively called for Taiwan-based media bargaining legislation, based on the principle of news price and user payment, to promote the legalization of news media and digital platform bargaining, in order to pursue the balance and common prosperity of news media and digital platforms.

After consulting the news media industry, experts and scholars, she has proposed a draft of the "News Media and Digital Platform Bargaining Law" and completed the joint signature of the proposal. "Thanks to a total of 39 members from all parties for their support!"

Lin Chuyin pointed out that the key points of the draft version she proposed include: the obligation of the digital platform to negotiate a price when it receives a request from the news industry; the two parties can adopt channels such as negotiation, mediation, and arbitration; Allocate part of the profit to improve the working environment of journalists.

Lin Chuyin emphasized that this bill will be a major breakthrough for the common prosperity of the news media and the digital platform industry. Next, she will ask the digital department of the competent authority to submit a draft version of the Executive Yuan as soon as possible, and let the relevant drafts enter the committee for substantive review. We hope that the legislative process will be completed within the current term!

In addition to the draft version proposed by Lin Chuyin, DPP legislator Zhang Liao Wanjian also recently proposed the "Draft Law on Mandatory Bargaining between News Media and Digital Platforms". , combining the two elements of "giving sufficient room for negotiation" and "determining the final payment amount by arbitration".

The draft was read by the Legislative Yuan on the 17th of this month and is currently pending review.
