Wen Zhiqiang took the initiative to ask for 2 million yuan in bribes from the winning bidder, which was reduced to 1 million yuan after mediation. In 2018, Wen Zhiqiang used a friend surnamed Lu as a white glove, and secretly colluded with several construction factory businessmen to form a bidding group. Wen Zhiqiang intends to conceal the illegal income in the past, in order to evade investigation, prosecution and punishment by the judiciary, so he borrowed his mother to open an account and holds the passbook seal of the account to facilitate the deposit of the hidden illegal income; between April and May 2021, Wen Zhiqiang With 1.9 million yuan from the illegal income, a joint venture with a friend bought 5.7 million yuan of land in the Dahedi section of Sanwan Township, Miaoli County, and registered the land owner as a son, concealing assets and evading property declaration.

The disciplinary court pointed out that during his tenure, Wen Zhiqiang used the opportunity of supervising various public projects in the township office to accept bribes from manufacturers who contracted government procurement bids; he also used Sanwan township office to handle the selection of cleaning team members twice in 109 years.
