[Reporter Yang Guowen/Taipei Report] Wang Guanzhong, a customs broker in Keelung City who graduated from National Taiwan University, set fire to his mother to open the door after taking drugs, and then beat his mother's head with an air purifier to death. After taking drugs, he could not tell that his behavior was illegal, but the first instance found that he did not reach the level of mental loss when he killed his mother, and he was sentenced to life imprisonment for the crime of "killing a direct blood relative". The ability to identify behaviors was significantly reduced when committing the crime. Today, the sentence was commuted to 13 years in prison for Wang Nan.

Appealable.

The High Court explained two reasons for changing the sentence. First, considering Wang Nan's words and deeds that day, and referring to the identification results of the Taipei City United Hospital requested by the first-instance committee, the High Court determined that Wang Nan was victimized and delusional when he committed the crime, which caused his death. The ability to identify illegal behavior has been significantly reduced, and the sentence will be commuted in accordance with the provisions of Article 19, Item 2 of the Criminal Law.

Secondly, the sentencing of the first instance did not take into account that Wang Nan had confessed to all the crimes in the high court. In addition, the first instance was punished according to the crime of "killing direct blood relatives and respecting relatives", so it was determined that his sentence should be increased to one-half. Having a mother-child relationship with his mother, Wang Nan committed a disregard for human relations and should be given a severe punishment, but there are cases of repeated crimes.

The High Court held that this case stemmed from the fact that Wang Nan and his mother had a dispute over the work content of the customs broker. In addition, Wang Nan had a considerable period of quarreling over the trading of shares held by Wang Nan and how to operate it. On the same day, he took drugs again and had delusional symptoms. He thought that someone was doing him harm, and wanted to talk to his mother, but she ignored it before committing the crime. Considering that he committed the crime, he not only asked a friend to call the police on his behalf, but also took the initiative to call the police and confessed to the crime. The sentence was commuted to 13 years in prison.

According to the investigation by the police, a customs broker in Keelung City, Xiao Kai Wang Guanzhong, was under the age of 60, and Xu's mother was only willing to spend 3.3 million yuan to buy back the equity that he had given him before. Outside, they used candles to burn woolen blankets and Xu's shoes to force Xu's wife to come out.

Seeing the thick smoke drifting in from the gap under the bedroom door, Mrs. Xu opened the door and went out while taking pictures with her mobile phone. The house was full of thick smoke, and Wang Nan's figure was hit on the head by Wang Nan with an air purifier and a digital thermometer. Face, chest and back fell to the ground.

Wang Nan then threw his mother's mobile phone into the toilet, and then grabbed her neck with his hands, causing severe blunt traumatic subarachnoid hemorrhage to her head, chest, abdomen, etc., leading to central nervous failure , died on the spot.

The prosecution prosecuted Wang Nanyi for killing a direct blood relative.

During the trial at the Keelung District Court, Wang confessed that he took drugs when he committed the crime, but defended that his mother was trying to harm him, so he appointed a lawyer to apply to the court for a psychiatric examination. After the psychiatric examination, the Taipei City United Hospital concluded that Wang Nan suffered from amphetamine-induced acute mental illness, coupled with delusions. The Keelung District Court adopted the opinion of the prosecution and determined that Wang Nan had not reached the level of mental loss when he killed his mother, so he was sentenced to life imprisonment and deprived of public rights for life.

After appealing the entire case, the High Court revoked Wang Nan's 13-year sentence this morning.
