Cai Mingyan said that the CCP's political considerations are because "this year is the first year of democratic consultation on the Taiwan proposal of one country, two systems", and the timing overlaps with President Tsai Ing-wen's visit.

The National Defense Committee of the Legislative Yuan invited Cai Mingyan and relevant ministries to report on "Recent Analysis and Response to the Influence of the Indo-Pacific Regional Situation on my country".
