[Reporters Wu Zhengfeng, Qian Lizhong/Report from Taipei] Yan Yaode, who holds a Ph. The investigator, serving in the Department of Forensic Sciences, recently developed the world's first broad screening agent for drugs, which was publicly announced on the 22nd by the Ministry of Justice.

Wang Junli, director of the investigation bureau, said that the reagents will be provided to colleagues in the bureau and the customs for use, so as to implement the two goals of preventing border blockages and strengthening inspections.

Taiwan has carried out research and development of electric vehicles a long time ago. Before Tesla was established, Yan Yaode entered the industry with a Ph. With a background in chemistry, he was recruited to serve in the Forensic Science Division.

A few days ago, the world's only wide-screen drug reagent was developed, which can detect 95% of the drugs on the market. It was announced on the 22nd by the Ministry of Justice.

Yan Yaode pointed out that the Department of Forensic Sciences has integrated the previously developed patented nano-sensing materials, integrated traditional chemical color reagents, and supplemented by array design to improve the accuracy of the test, and developed a "wide-screen drug rapid screening reagent set". It can simultaneously detect common drugs such as heroin, methamphetamine, cocaine, ketamine, acetamine/FM2, cathinone drugs and propiophenone precursor raw materials, effectively strengthening the ability of drug inspection, providing various field units, customs The agency and countries with diplomatic relations with my country, etc., to improve the drug inspection capabilities of the investigation and arrest units, implement transnational joint efforts to combat drug crimes, and enhance my country's diplomatic strength.

According to Yan Yaode's analysis, it is difficult for domestic drug detection agencies to obtain the latest scientific and technological resources and equipment. There are two main reasons. First, the research and development of detection equipment is limited by conceptual or theoretical academic inertia. It is not suitable for on-site testing; secondly, the market scale of drug testing reagents is narrow, and the research and development costs are difficult to recover, resulting in low willingness of the public and private sectors in technology research and development and mass production.

Since 2019, the Bureau of Investigation has introduced the latest nanotechnology into drug identification through scientific and technological development research. So far, it has developed drugs including cathinones, benzodiazepines (i.e. one pill and FM2) and synthetic marijuana drugs. The nanometer rapid screening reagent set is provided for use by various domestic investigation and arrest units. This time, the country's first drug broad screening agent has been developed again, and a patent will be applied for.

Chen Mingtang, Political Deputy Minister of the Ministry of Justice, pointed out that in order to improve domestic drug control and anti-drug actions and eradicate the harm of drugs, the Executive Yuan launched the "New Generation Anti-drug Strategy" action plan in 2017. Cut off the flow of logistics, people and money, and strengthen the campus drug detection and recidivism prevention mechanism, fully achieve the strategy of "tracing drugs, chasing people, and cutting off money flow", and promoting "drug suppression, drug testing, drug rehabilitation, drug awareness and comprehensive planning" Five core directions to thoroughly combat drug crimes.

Wang Junli said that in terms of domestic cooperation in drug inspection, on November 6, 2020, he signed the "Memorandum of Cooperation between the Customs Administration of the Ministry of Finance and the Investigation Bureau of the Ministry of Justice on Drug Investigation and Interdiction Business" with the Customs Administration. In addition to strengthening bilateral sharing of international drug smuggling information, agreements on emerging drugs In addition to the inspection mechanism, the Bureau of Investigation also supports the relevant technologies and reagents for the rapid drug screening of the Customs Service to implement the anti-drug strategy of "intercepting drugs at the border" and "preventing border blockade".

Wang Junli pointed out that in the part of international judicial cooperation, on June 13, 2019, on June 13, 2019, on behalf of our country and the Ministry of Justice and Border Control of the Republic of Nauru, the then Director Lu Wenzhong signed the "Agreement on Cooperation in the Control of Narcotic Drugs, Psychotropic Substances and Pioneer Chemicals", Strengthen the bilateral crackdown on drugs, prevent drugs from entering the country, and practice the goal of "rooting out the source and blocking the supply". Adeang, jointly signed the "Treaty on Mutual Criminal Judicial Assistance" between the two countries to deepen the judicial cooperation between the two countries.

Wang Junli emphasized that in September and October 2020, the Bureau of Investigation donated rapid drug screening kits to Nauru, Tuvalu, Palau, Marshall, Central and South America, Paraguay, Honduras, Guatemala and Nicaragua respectively. 8 countries with diplomatic relations including Thailand, Vietnam, Indonesia, Malaysia and the Philippines, and 5 Southeast Asian friendly countries; the legal secretary of the Bureau of Investigation in 7 countries including Thailand, Vietnam, Indonesia, Malaysia, the Philippines, Myanmar and India also sent reagents to the local area Drug Enforcement Agency.
