The European Union published the annex for the implementation of the road map to the agreement on the normalization of relations between Kosovo and Serbia, KosovaPress reported, quoted by BTA.

The annexation was agreed by Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vucic

at the summit held on 18 March in Ohrid, but was not signed.

The following is the content of the annex:

"This annex is an integral part of the Agreement on the Normalization of Relations between Kosovo and Serbia.

Kosovo and Serbia undertake to fully respect all articles of the Agreement and this Annex and to comply with all their respective obligations arising from the Agreement and Annex expediently and in good faith.

The Parties take into account that the Agreement and the Implementing Annex will be an integral part of the respective accession processes of Kosovo and Serbia to the EU.

The parties are aware that immediately after the approval of the Agreement and the Annex, the EU mediator will start the process of amending the standards in Chapter 35, which applies to Serbia, to reflect the new obligations of Serbia arising from the Agreement and this Annex.

The agenda of the Kosovo Task Force on Normalization of Relations with Serbia will equally reflect Kosovo's new obligations arising from the Agreement and this Annex.

The parties agree to urgently approve the declaration of missing persons as agreed in the framework of the EU-facilitated dialogue.

For application of Art.

7 Kosovo begins immediate negotiations under the EU-facilitated dialogue to establish specific arrangements and guarantees to ensure an appropriate level of self-governance for the Kosovo Serb community (or the Union of Serbian Municipalities (USM) for Kosovo's Serb-majority municipalities - white ed.) in accordance with previous dialogue agreements as determined by the EU mediator.

Serbia and Kosovo agreed on how to implement the agreement to normalize relations

The parties agree to set up a joint monitoring committee chaired by the EU within 30 days.

The implementation of all regulations will be ensured and monitored by the Joint Monitoring Committee.

For application of Art.

9 The EU will organize a donor conference within 150 days in order to create a package of investments and financial assistance for Kosovo and Serbia.

There will be no disbursement of funds until the EU determines that all provisions of the Agreement have been fully implemented.

Kosovo and Serbia agree that all Articles will be applied independently of each other.

The order of the paragraphs in this annex does not predetermine the order of their implementation.

Kosovo and Serbia agree not to block the application of either article.

All discussions related to the implementation of the Agreement will take place within the framework of the EU-facilitated dialogue.

Kosovo and Serbia accept that any failure to comply with their obligations under the Agreement, this Annex or previous dialogue agreements may have direct negative consequences for their respective EU accession processes and the financial assistance they receive from the EU."

Kosovo and Serbia reached an agreement in Brussels last month on a European proposal to normalize their relations after nearly 10 years of Brussels-brokered dialogue, during which little progress was made.

Belgrade still does not recognize the independence of the former Serbian region, which was declared in 2008.
