The Southern Shipping Center of the Port Bureau told the Central News Agency reporter that at about 9:5 when the incident happened, the cargo ship was supposed to berth at Pier 77 in Kaohsiung Port, but the bow of the ship hit the dock at the same time, and the loud noise attracted the attention of the on-site staff.
